All cannabis businesses must apply for a conditional use permit and pay the nonrefundable $400 permit application fee. Cannabis businesses must provide a copy of state licenses issued by Minnesota Office of Cannabis Management. Cannabis businesses applying for a retail endorsement must register with the city after they complete the Conditional Use Permit process.
The city of Luverne has so far received three conditional use permit applications for cannabis licensing since the process went live on the city’s website last week.
