ORDINANCE NO. 65, FOURTH SERIES
AN ORDINANCE AMENDING LUVERNE CITY CODE, CHAPTER 53: SEWERS
SUMMARY: Ordinance No. 65, Fourth Series, amending Chapter 53 of the City Code related to sewer system operations, wastewater discharges, industrial users and pretreatment requirements. The purpose of this summary is to inform the public of the intent and effect of the ordinance and to publish only a summary of the ordinance with the full ordinance being on file in the office of the City Clerk during regular office hours.
1. The ordinance updates and modernizes definitions; establishes classifications for residential, commercial, and industrial users; defines domestic wastewater characteristics and high-strength waste thresholds; updates terminology to align with current state and federal wastewater regulations; and clarifies the authority of the City Administrator or designee to administer and enforce sewer system requirements.
2. The ordinance expands regulations governing wastewater discharges by establishing comprehensive prohibited discharge standards; regulates fats, oils, grease, toxic substances, hazardous wastes, and other materials that may interfere with treatment operations; and incorporates federal and state pretreatment requirements applicable to industrial users.
3. The ordinance requires industrial users to obtain wastewater discharge permits, authorizes monitoring and sampling requirements, establishes pretreatment obligations where necessary to protect the City’s wastewater treatment system, and requires reporting of accidental discharges and hazardous waste discharges.
4. In addition, the ordinance updated enforcement provisions consistent with federal and state law, including notices of violation, compliance orders, permit suspension or revocation, civil penalties, recovery of City costs, hearings before the City Council, and available legal remedies for violations.
