Alley blacktop overlay assessment hearing set for Sept. 26

NOTICE OF HEARING ON PROPOSED ASSESSMENTNOTICE IS HEREBY GIVEN that the City Council will meet at 5:00 p.m. on Tuesday, September 26, 2006, to consider, and possibly adopt, the proposed assessment for the blacktop overlay surfacing improvement of the alley located between the north line of Adam Street and the south line of Barck Avenue (lying between McKenzie and Spring Streets) of Block Eight of the Barck, Adams & Howe Addition. Adoption by the City Council of the proposed assessment against abutting property may occur on September 26, 2006, following the hearing. Such assessment is proposed to be payable in equal annual installments extending over a period of five (5) years, the first of the installments to be payable on or before the first Monday in January, 2007, and will bear interest at the rate of six (6) percent per annum from the date of the adoption of the assessment resolution. To the first installment shall be added interest on the entire assessment from the date of the assessment resolution until December 31, 2007. To each subsequent installment when due shall be added interest for one year on all unpaid installments.You may, at any time prior to certification of the assessment to the Rock County Auditor-Treasurer, pay the entire assessment on such property with interest accrued to the date of payment to the City of Luverne. No interest shall be charged if the entire assessment is paid within thirty (30) days from the adoption of this assessment. You may at any time thereafter pay to the Rock County Auditor-Treasurer the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. If you decide not to prepay the assessment before the date given above, the rate of interest that will apply is six (6) percent per year. The right to partially prepay the assessment according to city ordinance is available. The proposed assessment roll is on file for public inspection in the City Clerk’s office. The total amount of the proposed assessment is $14,326.27. Written or oral objections will be considered at the meeting. No appeal may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The City Council may, upon such notice, consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable. If an assessment is contested or there is an adjourned hearing, the following procedure will be followed:(1) The City will present its case first by calling witnesses who may testify by narrative or by examination and by the introduction of exhibits. After each witness has testified, the contesting party will be allowed to ask questions. This procedure will be repeated with each witness until neither side has further questions.(2) After the City has presented all its evidence, the objector may call witnesses or present such testimony as the objector desires. The same procedure for questioning of the City’s witnesses will be followed with the objector’s witnesses.(3) The objector may be represented by counsel. (4) Minnesota Rules of Evidence will not be strictly applied; however, they may be considered and argued to the City Council as to the weight of items of evidence or testimony presented to the council.(5) The entire proceeds will be tape-recorded. (6) At the close of presentation of evidence, the objector may make a final presentation to the City Council based on the evidence and the law. No new evidence may be presented at this point.(7) The City Council may adopt the proposed assessment at the hearing.An owner may appeal an assessment to District Court pursuant to Minnesota Statutes Chapter 429.081 by serving notice of the appeal upon the Mayor or City Administrator within thirty (30) days after the adoption of the assessment and filing such notice with the District Court within ten (10) days after service upon the Mayor or City Administrator. Under Minnesota Statutes Chapters 435.193 to 435.195, the City Council may, in its discretion, defer the payment of this special assessment for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make the payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law, all amounts accumulated plus applicable interest become due. Any assessed property owner meeting the requirements of this law and the local improvement policy ordinance may, within 30 days of the confirmation of the assessment, apply at the City Clerk’s office for the prescribed form for such deferral or payment of this special assessment on his/her property.John M. New scoring machines added to Luverne LanesWhen Luverne bowlers show up for their first week of this year’s bowling season, they will find a new addition to the lanes.Over the past three months Cory and Lisa Schneekloth have been busy adding automated electronic scoring machines.The machines were purchased from Garden Center Lanes in Alexandria, Minn., when they recently built a new 36-lane facility and had to install all new equipment.The scoring machines Luverne bowlers will be using are Brunswick Framworx, according to Lisa Schneekloth, the same equipment being used at the Empire Bowl in Sioux Falls.The first thing bowlers will notice when they walk in is that the scoring tables are gone.In their place are pedestals which can be used to enter the bowlers’ names, handicaps, etc.Above, hanging from the ceiling, will be monitors which will allow the bowlers to keep track of the scores and how their team is doing.The first test run for the new equipment was earlier this week for one of the ladies’ leagues.The rest of us will get our first look at the new system when we start league bowling next week.Senate candidate in Luverne on TuesdayThe democratic nominee for the United State Senate, Amy Klobuchar, plans to start her southwest Minnesota tour in Luverne next Tuesday.Klobuchar, the current Hennepin County Attorney, will be at the Coffee Haus in Luverne at 9:15 a.m. Tuesday for about a half hour. Everyone is encouraged to stop in and find out her opinions and let her know yours.Her other stops in the area have not yet been determined.Klobuchar will be taking on Republican U.S. Representative Mark Kennedy in November.The two are in a race for the Senate seat currently held by Senator Mark Dayton.Don’t forget the murder mysteryDon’t forget the deadline for ticket sales of GEP’s murder mystery, "Murder at the Midnight Hour," is tomorrow (Friday, Sept. 1.)The play is a joint effort of the Green Earth Players and the Luverne Area Community Foundation.Money raised from the play will go toward the foundation’s charitable causes in the community.The audience becomes a part of the play as they become the guests at a wedding where the murder occurs. Someone in their midst is the killer.The play will be presented in an outdoor setting at the Prairie Heights Bison Ranch.The evening will start at 6 p.m. with appetizers, some made from bison raised on the Prairie Heights Bison Ranch. Beer and wine will also be served.Tickets are $50 per person, $35 of which is a tax-deductible contribution to the Foundation.Tickets for the event can be purchased at the Luverne Chamber of Commerce, Minnwest Bank, Buffalo Ridge Insurance, or by calling 283-9273 or 220-2424.FRG ships supplies to Iraqi schoolsI mentioned a few weeks ago that the Family Readiness Group was collecting school supplies for Iraqi children.The effort went very well.Supplies collected from area communities included notebooks, pencils, colored pencils, erasers, rulers, schoolbags and soccer balls.Five volunteers, Eloise Wohlford, Ardie Schmidt, Janet Bush, Lucille Belau and Mary Gehrke even made school bags for the kids.According to Gina Newman, program coordinator for FRG, 75 boxes have been shipped in the past two weeks.Newman said many of the local National Guard soldiers recently deployed are doing humanitarian projects such as assisting in rebuilding schools, working with a walk-in medical facility for Iraqis, getting supplies to a local orphanage and keeping water flowing to villages.What’s next? Threshing Reports — 1916The following appeared in the Rock County Herald on August 11, 1916:THRESHING REPORTS SHOW FAIR YIELDSCorn is Developing in Fine Shape, But Soaking Rain Would Prove Highly Beneficial.Rock county’s small grain crop is now either in the shock, stack or bin, and from the threshing thus far done satisfactory yields have been secured, especially in view of the fact that it seldom happens that weather conditions entirely favorable to both a bumper crop of small grain and corn prevail during the same season.Rock county’s corn crop is one of the most promising ever grown, but in order to enable it to reach its fullest fruition a good soaking rain within four or five days is deemed essential by many.While some of the corn is fast approaching the roasting stage, most of it is at the stage where it is just forming the kernel, and well informed corn growers contend that a heavy rain within the next few days will do much toward increasing the size of the ears and filling them out well, thus giving Rock county one of the greatest corn crops ever grown. What is true in regard to the needs of corn is said to be equally applicable to the late potato crop.The cooler weather and two or three showers of the past week have somewhat relieved the situation, but the showers have been too restricted both in quantity and area covered, although the rainfall in some localities has been sufficient to materially improve conditions. However, a heavy general rain is the one thing desired by most corn growers.Shock threshing is now well under way, and subjoined will be found the results of theses operations in a number of instances:Rudolph Trosin, Luverne township, on Saturday, threshed twenty-two acres of oats that averaged 45 bushels to the acre, by machine measure. This grain later outweighed the machine measure by two bushels per acre.Chris. Fitzer, Luverne township, has threshed forty-seven acres of oats and ten acres of barley. The oats was about equally divided between the early and medium varieties, and both averaged 50 bushels to the acre. The barley yielded 22 bushels to the acre.Peter Bendt, Mound township, has threshed thirty acres of early oats, and secured 42 bushels to the acre.Herman Fitzer, Luverne township, has secured an average of 48 bushels from a field of thirty acres of early oats.Floyd O. Norton, Luverne, has threshed the oats from a field of nearly 100 acres, from which 3,150 bushels were secured.Chas. Ehlers, Luverne township, secured an average of 36 bushels of barley from a field of thirty-five acres. Five acres of this field had been badly injured by grub worms.Chas. Husen, Luverne township, has threshed seventeen acres of barley that averaged 38 bushels.Will Schneekloth, Luverne township, secured an average of 30 bushels from thirty-five acres of barley.John Wulf, Luverne township, threshed eight acres of barley Friday that yielded 43 bushels to the acre.J. E. Mitchell, this city, threshed out 420 bushels of oats from a field of ten acres.Mr. Norton and Mr. Trosin are said to have the distinction of selling the first new oats on the Luverne market. Mr. Norton selling the first of his grain Saturday morning to Dunn Bros., and Mr. Trosin starting hauling his grain to the Farmers’ elevator the same day. Mr. C. A few days in Omaha and some trips to see family in North Dakota don’t exactly make the meatiest of scrapbook material.Even the backyard fire pit I wanted so badly for my birthday fell short of its potential, having seen a blaze just twice.I did a little unscientific poll, and these are some suggestions for what to do before the end of summer:
Remove the Christmas lights from around the roof.
Retrieve children from whatever summer camp or friend’s house they’ve gone missing to.
Go to the drive-in.
Spend every spare minute outside, especially if you have a pool so you can get your money’s worth.
Make s’mores.
Golf, go to the races, go to the park or do whatever you might be getting sick of doing by the end of summer — remembering that you’ll be craving it by next spring.
Winterize or spray for de-bugging the house where necessary.
Walk or ride bike to work.
Find something other than BLTs to make with those fresh, ripe tomatoes everyone is either selling or giving away. While you’re at it, freeze some zucchini and sweet corn.
Send thank-you notes from last spring’s graduation gifts.
Make your kids go to bed on time, so mornings aren’t miserable for the start of school.
Clean out your closets to switch over to fall wardrobe more smoothly.
Hang some laundry outside because you won’t be able to for long.
Re-grow hair that was burnt off by grilling mishaps.As for me, now that the weather is cooling, I can actually enjoy my fire pit more than I have on these recent hot summer nights.
