Notice is hereby given per Minnesota Statutes 116.07, subd. 7(a), that Silas Top
will be applying to Rock County and the Minnesota Pollution Control Agency for a permit to expand a feedlot with a capacity of 500 animal units or more.
The feedlot is located in the SE1/4 of Section 15 of Denver Township, T104N, R45W, of Rock County, Minnesota.
The feedlot is currently permitted for 700 head of beef slaughter cattle and 150
head of beef calves for a total of 730 animal units. The proposed expansion will consist
of the following:
-Elimination of a 170’ x 120’ Open Lot, 113’ x 56’ Open Lot, 25’ x 60’ Partial Confinement that housed 300 head of beef finishing cattle and converting area to feed storage
-Elimination of a 85’ x 45’ total confinement that housed 150 beef calves
-Construction of one total confinement building that will house 600 head of beef finishing cattle
-Construction of two (2) open lots that will house 1000 head of beef feeder cattle
-Construction of a dry manure stacking area
-Construction of an earthen basin
-Construction of a truck wash
-Construction of a feed storage area
All the open lot and feed storage runoff will be contained in an earthen basin and the truck wash water will be stored in a concrete reception pit that will flow to the earthen basin. All solid manure will be stored in a manure pack and/or dry manure stacking area.
The final animal unit capacity will be 1000 head of beef slaughter cattle and 1000 head of beef feeder cattle for a total of 1700 animal units after the construction.The feedlot will be owned by Silas Top.
This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the expanding feedlot as required by Minnesota State Law.
