PART 1 - GENERAL
1.1. Delivery, Storage, and Handling
a. Deliver equipment and materials to the project in original containers with seals unbroken labeled with manufacturer's name, product brand name and type, and date of manufacture.
1.2. Warranty
a. Furnish Manufacturer’s warranty for the products and materials to be
furnished under this contract.
b. Warranty Period: Minimum 10 years from date of delivery fully guaranteed.
Minimum prorated warranty for following 10 years.
c. Must have a minimum anticipated battery life of meter and end point for 20
years.
PART 2 – PRODUCTS
2.1. Manufacturers
a. The scope of this project is the procurement of water meters for the Rock County Rural Water District to update the meters to automated meter reading. Manufacturers of water meters and cellular network systems are listed. If alternative manufacturers or systems are proposed, they shall receive prior approval from the Owner and Engineer. Manufacturer shall be a member of AWWA with a minimum of 25 years of field and production experience in water measurement technologies and serving water utilities in the United States. Requests for such approval shall include the following information.
i. Manufacturer’s sales literature and a description of the operation of the proposed system. Please note that all answers must reflect current capabilities. Any future capabilities must be stated as such and outlined with a development schedule.
ii. An explicit comply/exception assessment of whether your system meets each requirement and, whenever necessary, description of compliance to each point. Proposals that do not contain this assessment will not be considered. Manufacturer’s sales literature alone will not meet this requirement. Shall the system or any part of the system fail to meet any of the following requirements, explain the reasoning that substantiates that the variation from these requirements is not critical.
iii. Prior approval request shall also include: broadcast network used by the system, list of installations in the upper Midwest, and name and phone number of the service and sales representative that would be bidding and providing service for this project.
b. Systems Listed as approved prior to bid include the following:
i. Ultrasonic meter
ii. Ultrasonic Plus
iii. Cellular Endpoints
2.2. Water Meters
a. Ultrasonic Meters
i. This specification covers polymer ultrasonic meters compatible with cellular network equipment, in sizes 5/8”x 3/4” through 1”. The ultrasonic meter shall be electronic with encased and sealed circuitry, display, and battery.
ii. All meters shall meet or exceed the latest version of the American Water Works Association Standard C715 for cold water meters – ultrasonic type.
iii. Meter construction and materials as follow:
1. The main case of all 5/8”x 3/4” through 1” meters shall be polymer. All
meters shall have manufacturer’s serial number stamped on the main case.
The size, model, and direction of flow shall be stamped on the main case in
raised letters. The housings shall be warranted to retain their structural integrity
for a minimum period of 20 years from date of shipment. The ultrasonic meters
shall be rated for a working pressure of at least 175 psi and a temperature
of 140°F without leakage or damage. The meter shall have NSF 61 certification.
2. Measuring Element: Ultrasonic meters shall not have any moving parts in the flow stream. The metering shall be self-contained within the meter flow tube, seated, and not removable. The transducers extend through the housing and are sealed by O-rings. The ultrasonic technology shall continuously sample at a minimum of 4 Hz.
3. Electronic Metering: The electronic circuit shall be microprocessor-based and include nonvolatile memory capable of storing all programmable and accumulated data. The circuit shall control the ultrasonic transducers. The entire meter circuit and related components shall be fully potted and sealed from water intrusion.

2.3 Meter Register System
a. The registration shall consist of an electronic local display combined with electronic circuitry to provide a high-resolution absolute encoder output. The electronic registry assembly shall transmit a signal through properly shielded transmission wire for AMR/AMI connectivity.
b. The LCD shall display:
i. 9-digit consumption with decimal and comma separator
ii. Icons for units of measure to represent total consumption and flow rate
iil. Icons to represent alarm conditions
iv. Segmented lines above and below digits to represent standard visual billing units for manual reading purposes.
c. The digital display shall provide a totalized consumption resolution to 0.01 gallons, 0.001 cubic feet, or 0.0001 cubic meters.
d. To conserve battery life, the display shall be off while in resting state. The display shall be activated by a change in light level through the infrared port. Meter shall not require special tools to activate the display. Opening/closing the lid or blocking/unblocking the infrared port will activate the display to cycle through display screens showing different meter information.
e. Ultrasonic meters shall be factory programmed to display the following screens:
i. Standard total consumption
ii. Rate of flow
iii. Temperature of water and ambient temperature, °F or °C
iv. Alarm and operating mode for active alarms since the last transmission to the endpoint
v. Firmware version
vi. 4-20 mA setpoint
vii. Scaled pulse setpoint
f. The encoder shall be manufactured by the same company as the meter.
2.4. Quantities
a. Under this contract, 760 - 5/8”x3/4” ultrasonic meters and 50 – 1” ultrasonic meters shall be provided to the Owner. 810 total cellular endpoints shall be provided along with the meters.
PART 3
a. All bids must have a base bid for meters by size (3/4 and 1”), cellular end points, post mounts, lid mounts, meter gaskets, any or all parts needed to property install meters in dwellings, cement pits and/or coil pits. All part must be separate line items. Meters must be polymer only. Meters and endpoints must be submersible.
b. All bids must have the ability to connect cellular end points to our current large meters (1.5’ and above). The endpoint must function as it would with the meters purchased.
c. All bids must list fees on separate line items for cellular fee per month per customer. All bids must have locked in price for at least 18 month. Cellular fee’s will be calculated at an average inflation rate of 3% after the 18 month guarantee to figure total system cost.
d. All bids must have a separate line item for the onetime fee to integrate meter reading system with our billing software. Bidder must also prove they have had successful and seamless integration with our billing software. Bidder must be on site for initial integration and implementation at no extra cost. Bidder must assist with issues that arise during the first 12 months at no cost.
e. Bidder must be on site during initial installation of residential and commercial meters. Bidder must assist with issues that arise during the first 12 months at no cost.
f. All bids must have the a portal that is accessible by our staff to monitor daily usage which must be able to graph in days, weeks, months and years of usage as a total system and individual user accounts with no fees for the life of the system.
g. All bids must have customer web base site that is accessible by our customers to monitor daily usage which must be able to graph in days, weeks, months and years of usage with no fees for the life of the system.
h. All bids must have customer portal app that is accessible by our customers via android and IOS to monitor daily usage which must be able to graph in days, weeks, months and years of usage with no fees for the life of the system
i. All bids must have an 18 month guarantee on pricing and have the ability to send meters out in smaller batches rather than one large shipment to our facility.
j. All bids must have no fees beyond the purchase price other than the monthly cellular fee for the life of the system.
k. All meters, endpoints, software and related software must be from the same manufacturer.
l. The meter reading system shall collect water consumption, leak and tamper data for all water meters in the system. The system shall communicate all collected data using cellular technology to a cloud-based system that is compatible with the utility billing system.
m. System must have the ability to obtain readings every 15 minutes, must store a minimum of 42 days of data on the meter and/or end point.
n. 20-year non prorated reading system warranty must guarantee continued support for the cellular network it uses and product.
o. Endpoint must be one style of end point that can be mounted on a post, in a home, or threw a manhole lid. Multiple different end points may not be used.
p. Meter to endpoint connection may not be at the meter. The connection point must be close to endpoint with factory connections to avoid water intrusion.
