Rock County Commissioners meet June 3
Rock County Board of Commissioners June 3, 2025
Training Room - Rock County Law Enforcement Center 9:00 A.M.
Chair Overgaard called the meeting to order with all Commissioners present. Also in attendance were Administrator Kyle Oldre, Deputy Administrator Susan Skattum, Star-Herald Reporter Mavis Fodness and County resident Carol Morgan.
The Pledge of Allegiance was recited by those in attendance.
Motion by Thompson, seconded by Reisch, to approve the June 03, 2025, County Board agenda, declared carried on a voice vote.
Motion by Burger, seconded by Reisch to approve the May 20, 2025, County Board minutes, declared carried on a voice vote.
Joe Cieminski, MCIT Risk Management Consultant, presented an update of cost-effective coverages with comprehensive and quality risk management services provided by MCIT. The update included a review of reinsurance costs, property, liability, worker’s comp and auto claims and cyber claims. MCIT also offers no or low-cost training services for seminars/webinars, on-site training, Peace Officer Accredited Training Online and Defensive Driving training. The County Board thanked Mr. Cieminski for the presentation.
The Administrator gave a brief legislative update: no cuts to County Program Aid; counties will see minimal cost shifts, not like anticipated, but it will be a short-term solution as legislative process will have to find a large amount of funds to accommodate a projected budget deficit in 2026-27; a special legislative session date is still to be determined.
Eric Hartman, Land Management Office Director presented approval of a conditional use permit for Magnolia Township to construct a building/township hall; motion by Reisch, seconded by Thompson, to approve declared carried on a voice vote.
Hartman informed the County Board that the Land Management Office will host an intern for 3-weeks to conduct a review of the buffer zones within the county; the internship is unpaid, thus no cost to the county.
Ashley Kurtz, Auditor/Treasurer presented the claims for payment; motion by Reisch, seconded by Burger, to approve, declared carried on a unanimous vote. An itemized listing of all warrants over $2,000 and an aggregate total for warrants under $2,000 are published on the County website at the following address: www.co.rock.mn.us/department_directory/auditor_treasurer

The County Board was in receipt of the Fund Balance report; motion by Overgaard, seconded by Reisch, to approve, declared carried on a voice vote.
Motion by Burger, seconded by Reisch, acknowledging receipt of the Auditor warrants paid on 05/23/2025 and 05/30/2025, declared carried on a voice vote.
Andy Haakenson, Assistant Highway Engineer, presented the following bids for SAP 067-603-033, a box culvert project on CSAH 3 south of Kenneth:
Henning Construction Inc. $269,849.50
A & C Excavating LLC $287,673.00
Midwest Contracting, LLC $328,583.00
Motion by Williamson, seconded by Reisch, to accept the low compliant bid from Henning Construction for $269,849.50, declared carried on a voice vote.
The Administrator gave a buildings project update: Phase II is near completion with Land Records moving back into office and flooring in the Auditor/Treasurer’s office (service counter side) will be completed in the next couple of weeks. Demolition on 3rd Floor/Court Administrator’s office has begun with paint, wallcoverings and carpet install will follow. The fiber installation from Courthouse to Armory building will be conducted June 9-13.
The County Board was informed of the AMC District VIII meeting scheduled for June 12, 2025, in Marshall at the Marshall Country Club.
The Administrator reported on the following activities: Agri Energy has purchased Gevo and anticipates operations to begin in the fall of 2025; Hardwick EDA project is awaiting to identify a vacant lot for the placement of a house; an “in house” job announcement for the Assistant Land Records Office Director has been posted along with a public job announcement for the County Sheriff position.
