Rock County Commissioners meet Jan. 2

The meeting was called order by Administrator Oldre with Commissioners Gary

Overgaard (District 1), Stan Williamson (District 2), Greg Burger (District 3), and Jody Reisch (District 5); Sherri Thompson (District 4) was absent. Also in attendance were

County Attorney Jeff Haubrich and Deputy Administrator Susan Skattum and

Mavis Fodness.

The Pledge of Allegiance was recited by those in attendance.

The Administrator requested nominations for the County Board Chair; motion

by Overgaard, seconded by Williamson to nominate Commissioner Burger, declared

carried on a voice vote. The Administrator called three times for nominations for

County Board Chair; motion by Overgaard, seconded by Reisch to have nomina-

tions cease and cast a unanimous ballot for Commissioner Burger to serve as

the Chair, declared carried on a voice vote.

The meeting was turned over to Chair Burger.

The Chair requested nominations for Vice Chair of the County Board; motion by Williamson, seconded by Reisch, to nominate Commissioner Overgaard, declared carried.  The Chair called three times for nominations for Vice Chair; motion by Reisch, seconded by Williamson to have nominations cease and cast a unanimous ballot for Commissioner Overgaard to serve as Vice Chair, declared carried on a voice vote.

Motion by Reisch, seconded by Overgaard, to approve the January 02, 2024,

County Board agenda, declared carried on a voice vote.

Motion by Overgaard, seconded by Reisch, to approve the December

26, 2023, County Board minutes, declared carried on a voice vote.

Motion by Williamson, seconded by Overgaard, to approve the consent

agenda, declared carried on a voice vote.

1. Resolution No 01-24 – 2024 Housekeeping Resolution

Ashley Kurtz, Auditor/Treasurer, presented the claims with $2,600 in Per

Diems; motion by Reisch, seconded by Overgaard, to approve the claims and

per diems, declared carried on a unanimous vote. A complete listing of the

claims is available upon request at the Auditor/Treasurer's office.

The Auditor/Treasurer presented the Fund Balance as of 12/26/2023; motion by Burger, seconded by Overgaard, to approve, declared carried on a voice vote.

The County Board was in receipt of a draft document of the Boards and

Committee appointments; no action was taken at this time.

The County Board was in receipt of an invitation to an Open House event of

the Hills Daycare facility on January 19, 2024, at 10:00 A.M.

The Administrator briefly discussed the ESST policy which became

effective state wide on 01/01/2024; no action was taken.

Commissioner Reisch stated that he attended the following meetings/

events: no meetings.

Commissioner Williamson stated that he attended the following meetings/

events: no meetings.

Commissioner Overgaard stated that he attended the following

meetings/events: no meetings;

Commissioner Burger stated that he attended the following meetings/events: no meetings. Burger informed the County Board that Carol Biren with

Southwest Health & Human Services Public Health will be part of the committee

to review potential amendments to the Tobacco Ordinance.

There was a discussion regarding mental health services and a question

was called, is local government providing enough resources? After dis-

cussion, the County Administrator was directed to schedule a forum to

see if there any gaps in services that need to be filled.

With no further business to come before the County Board, motion by

Reisch, seconded by Overgaard, to adjourn the meeting.
