Rock County Commissioners meet Jan. 16

The meeting was called to order by Chair Burger with all Commissioners present.  Also in attendance were County Administrator Kyle Oldre, Deputy Administrator Susan Skattum, County Attorney Jeff Haubrich and Star-Herald Reporter Mavis Fodness.

The Pledge of Allegiance was recited by those in attendance.

Motion by Thompson, seconded by Reisch, to approve the January 16, 2024,

County Board agenda, declared carried on a voice vote.

Motion by Reisch, seconded by Williamson, to approve the January 02, 2024,

County Board minutes, declared carried on a voice vote.

Calla Jarvie, Community Library Director, introduced Magie Wieneke as the new Assistant Librarian, previously held by Barb Verhey. Wieneke has 7-years with the Community Library as she previously worked as an assistant on a part-time intermittent status and was promoted to the Assistant Librarian position.

Evan Verbrugge, Sheriff, requested to add an upgrade/enhancement to the Nixle Alert Notification System stating that only fifteen percent of the county population subscribes to the current notification system. To increase the participation, the mass communication upgrade would automatically add the emergency notification to eighty percent of cell numbers within Rock County known to Nixel; users can also choose to opt out of the notifications as well. The cost of the upgrade solution with Everbridge is $6,513.70 with an annual subscription renewal; the cost is an E911 eligible expenditure. Motion by Overgaard, seconded by Reisch, to approve the emergency notification upgrade/enhancement with Everbridge for $6,513.70

and to pay the expense from E911 funds, declared carried on a voice vote.

The Sheriff informed the County Board that his office will resume tobacco

compliance checks; the Administrator stated that the license fee increase will

help offset the expenditures incurred.

The Sheriff also informed the County Board of a Sheriff’s Office staffing update;

he has extended employment offers for a Dispatcher and Deputy Sheriff of

which they will begin employment in February.   

Ashley Kurtz, Auditor/Treasurer, presented the claims for payment; motion by Burger, seconded by Reisch, to approve, declared carried on a voice vote. A complete listing of the claims is available upon request at the Auditor/Treasurer's office.

The County Board was in receipt of a Fund Balance report; motion by Overgaard, seconded by Williamson, to approve, declared carried on a voice vote.

The Administrator informed the County Board that the Courthouse elevator is

out of order and presented (2) bids from MEI, each representing different types of

repair.

1. Replacement of hydraulic power unit (installed in 1984) with a MEI

submersible power unit and new solid state starter - $27,436.04

2. Install a new starter and submersible motor - $12,155.87

Motion by Overgaard, seconded by Reisch, to approve the bid for $27,436.04 for the replacement of hydraulic power unit and starter, declared carried on a voice vote.

Motion by Williamson, seconded by Thompson, to authorize the Highway

Engineer to bid let bituminous overlay projects on CSAH 1 for February 12, 2024,

at 11:00 A.M.; declared carried on a voice vote.

Motion by Williamson, seconded by Overgaard, to approve Resolution No.

2-24, a Rock County Prioritized Bridge Replacement listing, declared carried

on a voice vote.

The County Board was in receipt of Blandin Broadband Rankings summary

for Y2023; Rock County shares a number one ranking with Lincoln and Red Lake

counties for broadband access with speeds of 100Mbps down and 20Mbps up;

presented as information only.

The County Board briefly reviewed Boards and Committee appoint-

ments with no action taken.

The Administrator presented an update from a committee to review

the current Tobacco Ordinance and its sales and use directives. The Committee

recommended the following proposed amendments:

113.03 (K) Proximity to youth-oriented facilities or houses or worship.

Identifying youth-oriented facilities as a Park and amending the

distance of a retail establishment to a park location

 

113.03 (L) Proximity to other licensed retailers Remove section (L)

referencing the distance between existing licensed retail establishments.

 

113.05 Fees Amendment will remove the dollar  amount of the license

fee and will be identified on the county’s fee schedule.

Motion by Reisch, seconded by Thompson, to set a Public Hearing

date for February 6, 2024, at 9:00 A.M. in the Herreid Board meeting room of the

Rock County Courthouse, declared carried on a voice vote.

The County Board was in receipt of an Open House invitation for the Hills

Daycare Center on January 19, 2024, at 10:00 A.M.

The Administrator informed the County Board of the 2024 AMC Legislative Conference scheduled for February 21-22 in St. Paul; presented as information only.

The Administrator stated that he has been meeting with representatives that are investigating commercial business opportunities along the BRRRA line by Manley, more information as it becomes available. Building updates included a Terrace project update and that office renovations are moving forward at the Courthouse; also stated that a Hemp retailer will be offering infused drinks.

Commissioner Reisch stated that he attended the following meetings/

events: Tobacco Ordinance amendments, City/County Liaison and Rock County

Pork Producers Banquet.

Commissioner Williamson stated that he attended the following meetings/

events: Rock County Pork Producers Banquet.

Commissioner Overgaard stated that he attended the following meetings/

events: AMC Extension, Land Use, City/County Liaison and Rock County Pork

Producers Banquet.

Commissioner Thompson stated that she attended the following meetings/

events: Rock County Pork Producers Banquet

Commissioner Burger stated that he attended the following meetings/

events: Tobacco Ordinance amendments, Community Corrections and Rock

County Pork Producers Banquet.

With no further business to come before the County Board, Thompson,

seconded by Overgaard, to adjourn the meeting.
