Rock County Board of Equalization Meeting June 17, 2025

Herreid Board Room 6:30 p.m.

Rock County Courthouse

Chair Overgaard called the meeting to order with all Commissioners present. Also present were: Administrator Kyle Oldre and Land Records Office staff Rachel Jacobs and Jeff Sehr. Board of Equalization members cited a required oath.

Motion by Reisch, seconded by Burger, to approve the June 17, 2025, Board of Equalization Agenda, declared carried on a voice vote.

The following individuals were in attendance: Ron Osenga, Julie Becker

Ron Osenga, property owner in Rose Dell township, questioned the value placed on his acreage and there was considerable discussion as he presented a recent appraisal that was lower than the assessed value. Jacobs explained that the appraisal was irrelevant to the property value as the comparable(s) used in the appraisal were not from Rock County. Motion Thompson, seconded by Reisch to make no change to the recommended value, declared carried on a voice vote.

Julie Becker, property owner in the City of Luverne questioned the value of a current vacant lot in Luverne and believed the value placed on the lot is too low. After considerable discussion, motion Burger, seconded by Reisch to leave the value at its current rate, declared carried voice vote.

Land Records Office Director Rachel Jacobs presented an assessment executive summary and valuation summary reports. Jacobs reported that the estimated market values for all classes are based upon sales occurring between October 1, 2023, and September 30, 2024, for purposes of establishing property values on assessment date of January 2, 2025, for taxes payable in 2026. Estimated market value is targeted to fall within 90 to 105 percent of the sale price for all classes of property as per Department of Revenue policy. The total estimated market value in 2025 for Rock County is $4,848,104,900, an increase of 1.21% from 2024.

Jacobs addressed changes that resulted from the Local Board of Appeal and Equalization and Open Book Local Board of Appeal and Equalization and recommended valuation changes for the County Board of Appeal and Equalization:

Motion by Reisch, seconded by Williamson, to accept recommended changes as presented by the Land Records Director, declared carried on a voice vote.

With no further business to come before the Rock County Board of Equalization, the meeting was adjourned by order of the Chair.
