Pursuant to the Rock County Zoning Ordinance, notice is hereby given by the Rock County Planning and Zoning Commission that a public hearing will be held at the Rock County Law Enforcement Center located at 1000 North Blue Mound Avenue, Luverne, Minnesota at 7:10 P.M., Monday, March 31, 2025. The purpose of this hearing is to rule on the application for Conditional Use Permit for the following:

Conditional Use: Expansion and operation of an existing feedlot
to more than 1000 Animal Units
Zoning District: A-2, General Agriculture
The conditional use permit is for the expansion of an existing feedlot on the property described above. The existing feedlot consists of one (1) total confinement barn housing 400 head of finishing cattle and one (1) open lot housing 330 head of finishing cattle. The total capacity of the existing feedlot is 730 animal units.
In addition to the existing total confinement barn housing 400 head of finishing cattle, the proposed expansion shall consist a new open lot with runoff controls to house 500 head of feeder cattle, a new open lot housing 500 head of feeder cattle, a new total confinement barn to house 600 head of finishing cattle, a dry manure stacking slab, a new feed storage area, a truck wash with reception pit, an earthen basin, and the elimination of one (1) existing open lot housing 330 head of finishing cattle. All livestock will be housed in a combination of open lots and total confinement buildings, with runoff controls inherent to open lots, and feed storage areas contained in the earthen basin. Manure from the existing and proposed barns and facilities will be stored in a manure pack and/or dry manure stacking area. After the expansion, the site will house 1000 head of feeder cattle at 0.7 animal unit per head and 1000 head of finishing cattle at 1.0 animal unit per head for a total permitted capacity of 1700 animal units.
