Sealed BIDS for the construction of the Construct Hangar (51’x126’), Taxilane (411’x52.5’), and Apron project will be received by the City of Luverne at the City Offices at 305 East Luverne Street, Luverne, MN, before 11:00 A.M. on April 7, 2026, and then at said office publicly opened and read aloud. Bids will be acted upon by the Owner at a later time. The Project shall consist of the following work:
Airfield Traffic Control
Bituminous Pavement Removal
Subgrade Preparation
Geotextile Fabric
Aggregate Base Course
Aggregate Surfacing
Bituminous Paving
Concrete Valley Gutter
Topsoiling
5-Unit T-Hangar
Erosion Control

The Contractor and all subcontractors shall submit to the Owner a signed statement verifying compliance with each of the criteria described in the State of Minnesota “Responsible Contractor” law as codified in Minnesota Statute section 16C.285. See the Instructions to Bidders for more details.

Each bid must be accompanied by bid security payable to the Owner for ten percent (10%) of the total bid as a certified or bank check or Bid Bond. As soon as the bid prices have been compared, the Owner will return the bond of all except the three lowest, responsive, responsible bidders for each Schedule. The bonds of the two remaining unsuccessful bidders will be retained until the earlier of seven days after the Effective Date of the Agreement or 30 days after the Bid opening. The bond of the successful bidder will be retained until the contract and surety bond have been executed and approved, after which it will be returned.
All proposals shall be made on forms provided by the Engineer.
With submittal of a Bid, the Contractor represents that he has visited the site, familiarized himself with the local conditions under which the work is to be performed, and correlated his observations with the requirements of the Project Manual.
The Owner reserves the right to reject any and all bids or to accept any bid. Contractor's Proposals shall hold firm for one hundred and twenty (120) days from the date of opening. Mutually agreed upon extensions of time may be made, if necessary.
