By Sara QuamRock County Sheriff Mike Winkels reported activities for the quarter to the Luverne City Council.He said the number of complaints typically increase in the summer, sometimes just for the reason that people are out more and noticing more things of concern in their neighborhoods.Winkels told the Council that the theories of community policing are still strong in the department. "I don’t think I’ve ever stopped at a coffee shop in the county where I haven’t been asked about something they think is going on or concerns they have," Winkels said.He said he’s given particular attention to loitering in the downtown Luverne area.
