Rural water bids approved

Rock County Commissioners accepted the lower of two bids for second-phase construction of Rock County Rural Water’s expansion and improvement project.
Project organizers conducting the bid opening called into question whether or not one of the bids could be considered in the final award.
Bids were opened on Wednesday, April 29.
Ellingson Drainage Co. of West Concord, Minnesota, bid $3,816,536 and Winter Brothers Underground Inc. of Sioux Falls, South Dakota bid $3,412,500.
However, Winter Brothers did not provide the required bid documentation until after the bids were open.
“None (of the missing documentation) was related to price,” said county attorney Don Klosterbuer. “(The bid) can be considered and be included into your decision to award.”
At their May 5 meeting, commissioners voted unanimously to award Winter Brothers the bid for Rural Water’s phase-two project. District II Commissioner Ron Boyenga was absent from the meeting.
