MINUTES OF THE REGULAR SCHOOL BOARD MEETING OF

INDEPENDENT SCHOOL DISTRICT NO. 2184,

ROCK COUNTY, LUVERNE, MINNESOTA.

A regular meeting of the Board of Education, ISD #2184, was held in the District Office on February 22, 2024, at 7:00 p.m.

The following members were present: Michael DeBates, Ryan DeBates, Tim Jarchow, Zach Nolz, Randy Sasker, and David Wrigg. Absent: Eric Hartman. Also present:  Craig Oftedahl, Jason Phelps, Ryan Johnson, Terry Eernisse, Becky Rahm, Jeff Stratton, Josie Crow, Sue Reisch, Nicole Culbert, and Mavis Fodness – Rock County Star Herald.

Chairperson Tim Jarchow opened the meeting with the Pledge of Allegiance.  It was noted there is an addendum to the agenda. Motion made by Randy Sasker, second by Ryan DeBates, to approve the agenda and the addendum. Motion unanimously carried.

Jeff Stratton, School Resource Officer, gave an update to the School Board on his role in the school district. He reported that he appreciates the Superintendent and the Principals as they work well together. He does spend some time out at the various cross walks in the mornings before school. He tries to get into classrooms and attends as many evening events as possible. He will be starting the D.A.R.E. program with the fifth grade students next week with graduation from the program planned for May.

Administrative reports were given.

Motion made by David Wrigg, second by Zach Nolz, to approve the January 25, 2024, school board meeting minutes as presented. Motion unanimously carried.  It was noted there were no donations this month.

Sue Reisch, Josie Crow, and Nicole Culbert approached the school board with concerns about the Annual Compliance/Vote of Concurrence or Nonconcurrence - American Indian Parent Advisory Committee. Their concerns included educational offerings within the school district, the ability to apply for grant funding, lack of consultation and collaboration with the AIPAC, and the absence of participation from Elementary staff members in trainings and their committee meetings. The AIPAC committee did meet last night and they have registered a vote of nonconcurrence for the school district. The school district has 60 days to respond to their concerns and to file a report with the Minnesota Department of Education. Motion made by David Wrigg, second by Zach Nolz, to acknowledge the vote of nonconcurrence from the AIPAC. Motion unanimously carried.

Motion made by Ryan DeBates, second by Zach Nolz, to approve payment of the district and student activity bills as presented: District bills - $496,595.31; Payroll - $1,129,441.66; Grand Total - $1,626,036.97. Motion unanimously carried.

Motion made by David Wrigg, second by Randy Sasker, to accept the Student Activity Report showing the balances as of January 31, 2024. Motion unanimously carried.

Motion made by Ryan DeBates, second by Michal DeBates, to table any action on the 2024-2025 school calendars. It was noted that this will be an item to be discussed at the March work session. Motion unanimously carried.

Motion made by Randy Sasker, second by Zach Nolz, to approve the following Southwest/West Central Service Cooperative contracts for the 2024-2025 school year:

Membership Agreement $0.00

Health & Safety Management Assistance $4,462.57

Regional Management Information Services $22,715.00

Basic Technology Services $2,290.00

E-Rate Coordination Services $2,850.00

Computer Cyber Security $18,609.65

Special Education Services $236,871.00

Behavior Analytics Services $32,384.00

Teaching and Learning Services $9,275.00

Environmental Safety $9,396.00

Total $338,853.22

Motion unanimously carried.

Motion made by David Wrigg, second by Randy Sasker, to approve the Agreement with the University of South Dakota School of Education to allow student teachers to fulfill their practicum requirements in the Luverne School District.  Motion unanimously carried.

Motion made by Ryan DeBates, second by Zach Nolz, to accept the resignation of Meghan Elgersma as Special Education Administrative Assistant effective February 9, 2024. Motion unanimously carried. Motion made by Michael DeBates, second by Randy Sasker, to approve the hiring of Meghan Elgersma as Payroll Account/Administrative Assistant effective February 12, 2024. Motion unanimously carried.

Motion made by David Wrigg, second by Zach Nolz, to accept the resignation of Jennifer Bose as Community Education Paraprofessional effective February 23, 2024. Motion unanimously carried.

Motion made by Ryan DeBates, second by Michael DeBates, to accept the resignation of Joseph Stearns, English Teacher, effective at the end of the 2023-2024 school year. Motion unanimously carried.

Motion made by Zach Nolz, second by Randy Sasker, to approve the hiring of Madilyn Oye as Elementary Teacher beginning with the 2024-2025 school year.  Motion unanimously carried.

Motion made by Zach Nolz, second by David Wrigg, to accept the resignation of Matthew Fodness, Agriculture Teacher, effective May 23, 2024. Motion unanimously carried.

Motion made by David Wrigg, second by Ryan DeBates, to approve the hiring of Josey Arends as part-time Child Guide effective March 1, 2024. Motion unanimously carried.

Motion made by David Wrigg, second by Ryan DeBates, to reschedule the March work session to March 12; to set a special school board meeting for March 12; and to reschedule the March school board meeting to March 21. Motion unanimously carried.

Committee reports were given. David Wrigg reported that Community Education is looking for summer ideas for classes. The Personnel Committee reported they have reached a tentative agreement with the Luverne Education Association.

The upcoming meeting dates were reviewed. Motion made by Ryan DeBates, second by David Wrigg, to adjourn the meeting. Motion unanimously carried.
