SPECIAL MEEETING
The Hills-Beaver Creek School Board met for a Special meeting at 6:30 p.m. at the H-BC School District Board room, 301 N Summit Ave, Hills, MN.
Board members and Administration present were Bosch, Gehrke, Harnack, Helgeson, Rauk, Rozeboom and Uittenbogaard. Superintendent Holthaus and Business Manager Rozeboom were also in attendance. Principal Kellenberger was
absent.
Motion by Harnack, second by Uittenbogaard, and carried to approve the agenda.
Visitor to the meeting was Mavis Fodness - Rock County Star Herald.
Motion by Harnack, second by Rauk, and carried to approve acceptance of the following Bids related to the District’s new Elementary School and Bond Construction Projects, as recommended by RA Morton Construction Management:

Motion by Helgeson, second by Bosch, and carried to approve acceptance of the following Alternate Bids related to the District’s new Elementary School and Bond Construction Projects, as recommended by RA Morton Construction Management:
•Approve Alternate 17 - Deduction of $50,292- Polypropylene Domestic
Water Piping in Lieu of Copper Piping: State on Bid Form the amount to be
added to or deducted from Base Bid to provide Polypropylene piping for do
mestic water piping systems in lieu of soldered copper. Include added pipe
hangers required for plastic piping. Polypropylene pipe couplings and fittings may
be used on domestic water cold, hot and recirculation water piping up to 230
degrees F.
•Approve Alternate 18 - Deduction of $77,363- Polypropylene Hydronic Piping
in Lieu of Steel/Copper Piping: State on Bid Form the amount to be added to
or deducted from Base Bid to provide Polypropylene piping for hydronic piping
systems in lieu of welded steel and soldered copper. Include added pipe hangers
required for plastic piping. Polypropylene pipe couplings and fittings may be used
on heating water, chilled water and tertiary water supply and return piping up
to 230 degrees F.
•Approve Alternate 19 - Deduction of $105,192- Alternate Face Brick (FB1)
Selection: State on Bid Form the amount to be added to or deducted
from the Base Bid to provide Alternate Face Brick 1 in lieu of Base Bid Face
Brick 1 (FB1) where it occurs at precast walls and masonry cavity walls. Refer
to Sections 03 45 16 and 04 20 00 for product information.
•Approve Alternate 20 - Deduction of $105,192- Alternate Face Brick (FB2)
Selection: State on Bid Form the amount to be added to or deducted
from the Base Bid to provide Alternate Face Brick 2 in lieu of Base Bid Face
Brick 2 (FB2) where it occurs at precast walls. Refer to Section 03 45 16
for product information. Alternate 20 added in Addendum No. 2
•Approve Alternate 21 - Deduction of $7,905- Delete Southwest Retaining
Wall and Guardrail: State on Bid Form the amount to be deducted from
the Base Bid to delete southwest retaining wall and guardrail as indicated on
site and Civil Drawings. Contractor shall hold alternate pricing until
determination by Rock County, Minnesota of wetland encroachment.
Motion by Uittenbogaard, second by Rozeboom, and carried to approve holding over the following Bids related to the District’s new Elementary School and Bond Construction Projects, Until further details/options are explored, further action at later
time, as recommended by RA Morton Construction Management:
•Approve holding over Bid 32C: Fences & Gates- $108,427- TLMV,

•Approve holding over 6B until further details are explored- Architectural

•Approve holding over Alternate 1 until further details are explored - Existing
West Parking Lot Renovation at Secondary School: State on Bid Form, amount
to be added to Base Bid to provide renovations to existing west parking lot at
Secondary School, noted on Landscape and Civil Drawings.

•Approve holding over Alternate 2 until further details are explored - South
Parking Lot Addition at Secondary School: State on Bid Form, amount to be
added to Base Bid to provide an addition to the south parking lot at

•Approve holding over Alternate 3A until further details are explored - Track
& Field Event Area at Secondary School - Asphalt: State on Bid Form,
amount to be added to Base Bid to provide track and field event area at
the Secondary School, noted on Landscape and Civil Drawings. Refer
to associated Specifications, References, and Details. ($253,765)
Approve holding over Alternate 3B until further details are explored - Track
& Field Event Area at Secondary School - Concrete: State on Bid Form,
amount to be added to Base Bid to provide track and field event area
at the Secondary School, noted on Landscape and Civil Drawings. Refer
to associated Specifications, References, and Details. ($100,059)
Motion by Harnack, second by Rauk, and carried to reject the following Bids or Alternate Bids related to the District’s new Elementary School and Bond Construction Projects, as recommended by RA Morton Construction Management:
•Reject Alternate 4 - Folding/Sliding Glass Partition at Classrooms, Media
Center, and Maker Space: State on Bid Form, amount to be added to or
deducted from Base Bid to provide (6) sliding glass partitions at Classrooms
(B118, B120, B121, B123), Media Center (B108), and Maker Space (B105),
in lieu of window frame H113 at classrooms, window frame H11 at Media
Center, and Door/frame B105A at Maker Space. Alternate includes associated
structural changes and recessed floor track. Refer to Specification Section
08 32 14. ($180,282)
•Reject Alternate 5 - Exterior Illuminated Logo: State on Bid Form, amount to be
added to Base Bid to provide large format dimensional, LED lighted
signage. Electrical rough-in power to be provided by base bid. Refer to
Specification Section 10 14 00. No Bid received.
Reject Alternate 6 - Wall Tile: State on Bid Form, amount to be added Base
Bid to provide Wall Tile where noted. Refer to Architectural Floor Plans, Finish
Plans, and Interior Elevations. Refer to associated Details, References, and

•Reject Alternate 7 - Countertop at Displacement in Classrooms, Quartz: State
on Bid Form, amount to be added to Base Bid to provide quartz counters
noted in classrooms on mechanical displacement units. Refer to Architectural
Floor Plans, and Refer to Specification Section 06 61 19. ($47,700)
Reject Alternate 8 - Countertop at Displacement in Classrooms, PLAM:
State on Bid Form, amount to be added to Base Bid to provide Plastic
Laminate counters noted in classrooms on mechanical displacement units.

Reject Alternate 9 - Countertops Quartz in Lieu of PLAM, All Counters: State
on Bid Form, amount to be added to or deducted from Base Bid to provide
quartz countertops in lieu of plastic laminate countertops, excluding built-in
desks, which shall remain PLAM. Refer to Specification Sections 06 61 19
and 12 32 16. ($82,500)
•Reject Alternate 10 - Terrazzo in Lieu of Polished Concrete: State on Bid
Form, amount to be added Base Bid to provide Epoxy Terrazzo where noted.

•Reject Alternate 11 - Face Brick 2 in lieu of Precast Finish at Gymnasium:
State on Bid Form the amount to be added to or deducted from the Base
Bid to provide Face Brick 2 (FB2) in lieu of Base Bid colored precast with
reveals and sandblast/acid-etch finish where indicated on drawings. Refer
to Exterior Elevations and Specification Section 03 45 16. ($80,580)
•Reject Alternate 12 - Intrusion Resistant Glass at Classrooms Entry Frames:
State on Bid Form, amount to be added to or deducted from Base Bid to provide
intrusion resistant glass (GL7) at windows and doors in lieu of glass types
indicated by base bid. Refer to Hollow Metal Frame and Door Elevations
and Specification Sections 08 11 13 and 08 81 10, including associated
references and Details. ($18,500)
•Reject Alternate 13 - Ceramic Wall Tile at Kitchen in Lieu of Epoxy Paint:
State on Bid Form, amount to be added Base Bid to provide Ceramic Wall
Tile in lieu of epoxy paint at Kitchen (Room D103). Refer to Architectural
Floor Plans, Finish Plans, and Interior Elevations. Refer to associated Details,
References, and Specification Section 09 30 00 ($21,400)
•Reject Alternate 14 - Exterior Walking Path: State on Bid Form, amount to be
added to Base Bid to provide exterior walking path noted on Landscape and
Civil Drawings. Refer to associated Specifications, References, and Details.
Alternate includes the necessary earthwork, compaction, aggregate base,
paving and erosion/sediment control. Alternate includes electrical lighting,
noted on Electrical Drawing E1.2 as “Bike Path”, including associated
Specifications, Details, and References. ($185,884)
•Reject Alternate 15 - Screen Wall at Rooftop Mechanical Equipment, Above
Mechanical Room D201: State on Bid Form, amount to be added to Base Bid
to provide screen wall at rooftop mechanical equipment, where indicated on
Drawings. Refer to Roof Plans, including associated Details, References,
1/A7.1 and Section 08 92 10. ($55,655)
•Reject Alternate 16 - Single Ply KEE Roofing with 30-year warranty in
Lieu of Single Ply TPA: State on Bid Form, amount to be added to or
deducted from Base Bid to provide single ply, fully adhered KEE Roofing
in lieu of single ply, fully adhered TPA roofing, with a 30 year warranty, in
lieu of 20 year warranty. Refer to Roof Plans, including associated Details,
References, and Specification Sections 07 54 19 and 07 54 16. ($320,106)
