ISD #2184 School Board meets Aug. 27
MINUTES OF THE SCHOOL BOARD MEETING OF INDEPENDENT SCHOOL DISTRICT NO. 2184, ROCK COUNTY, LUVERNE, MINNESOTA.
A regular meeting of the Board of Education, ISD #2184, was held in the District Office on August 27, 2015, at 7:00 p.m.
The following members were present: Katie Baustian, Jodi Bosch, Colleen Deutsch, Eric Hartman, Dave Riphagen, Shelley Sandbulte, and Reva Sehr.  Also present:  Craig Oftedahl, Marlene Mann, Ryan Johnson, Stacy Gillette, Bill Thompson, Cole Bosch, Carrie Soto, Travis Kriens Р K101/KQAD Radio, and Mavis Fodness Р Rock County Star Herald.
Chairperson Dave Riphagen called the meeting to order. Motion made by Deutsch, second by Hartman, to approve the agenda as presented. Motion unanimously carried.
Carrie Soto, representing the Backpack Program, updated the school board on the participation and logistics of this program.
Administrative reports were given.
Motion made by Baustian, second by Sandbulte, to approve the August 13, 2015, school board minutes as presented. Motion unanimously carried.
Business Manager Marlene Mann reviewed the school district bills. Motion made by Bosch, second by Hartman, to approve payment of the bills as presented in the amount $1,333,473.70. Motion unanimously carried.
Motion made by Deutsch, second by Sandbulte, to receive the Student Activity Report showing the balances as of July 31, 2015. Motion unanimously carried.
Motion made by Deutsch, second by Bosch, to approve Policy 905 Р Advertising as presented. This was the second reading of this policy. Motion unanimously carried.
Superintendent Oftedahl reported results of the last flexible learning year survey. He also reported there are several districts who have already indicated they will no longer be participating. A decision will need to be made if we are going to continue forward with the flexible learning year. He would recommend conducting another simple yes or no survey during parent-teacher conferences (to include students, staff, parents of students, and community members). The F.L.Y. application would need to be completed in January or February.
Motion made by Deutsch, second by Baustian, to approve the request from the Luverne Area Chamber of Commerce Tri-State Band Festival committee for use of the school facilities and grounds. Motion unanimously carried.
Motion made by Baustian, second by Hartman, to accept the resignation of Barb Spartz, playground supervisor, effective August 18, 2015. Motion unanimously carried.
Motion made by Hartman, second by Deutsch, to approve the hiring of Anthony Speltz as Social Studies teacher and assistant track coach for a salary of $42,041.00. Motion unanimously carried.
Superintendent Oftedahl informed the school board that due to the showcase at the last meeting, he wanted them to be aware that any request for a driver’s education instructor pay increase would need to come from the Community Education Advisory Council and/or the Community Education Director. The school board would then have the option to approve or disapprove the salary recommended to them. This would be the same with all community education programs and salaries.
There were no committee reports given.
Discussion was held regarding a date for a work session. The School Board members set September 21 at 5:30 p.m. The focus will be the Mission and Vision Statements and also the Superintendent’s Evaluation.  
It was requested to have a usage of facilities policy and costs, etc., report at the September 10 school board meeting. They would also like to have an Alternative School update at this meeting.
Motion made by Deutsch, second by Hartman, to adjourn the meeting. Motion unanimously carried.
