MINUTES OF THE SCHOOL BOARD MEETING OF INDEPENDENT SCHOOL DISTRICT NO. 2184, ROCK COUNTY, LUVERNE, MINNESOTA.
A regular meeting of the Board of Education, ISD #2184, was held in the District Office on July 21, 2015, at 7:00 p.m.
The following members were present: Katie Baustian, Jodi Bosch, Colleen Deutsch, Dave Riphagen, Shelley Sandbulte, and Reva Sehr. Absent:  Eric Hartman. Also present:  Craig Oftedahl, Marlene Mann, Ryan Johnson, Stacy Gillette, Travis Kriens Р K101/KQAD Radio, and Mavis Fodness Р Rock County Star Herald.
Chairperson Dave Riphagen called the meeting to order. Motion by Deutsch, second by Baustian, to approve the agenda as presented. Motion unanimously carried.
Chairperson Dave Riphagen reviewed the community input from this evening. 
Administrative reports were given.
Motion by Baustian, second by Bosch, to approve the June 25, 2015, school board minutes as presented.  Motion unanimously carried.
Business Manager Marlene Mann reviewed the school district bills. Motion made by Deutsch, second by Sandbulte, to approve payment of the bills as presented in the amount of $1,927,038.14. Motion unanimously carried.
Motion made by Baustian, second by Bosch, to receive the Student Activity Report showing the balances as of June 30, 2015.  Motion unanimously carried.

Discussion was held regarding the convenience and pump operation of both Gas Stop Holiday and Expressway Р Luverne BP.  Motion made by Deutsch, second by Sehr, to accept the quote from Expressway-Luverne BP for vehicle fuel for the 2015-16 school year. Motion unanimously carried.

Motion made by Baustian, second by Bosch, to accept the bid from Dean Foods North Central.  Motion unanimously carried.
Motion made by Deutsch, second by Bosch, to approve the Elementary Parent/Student handbook for 2015-2016 as presented. Motion unanimously carried. Motion made by Bosch, second by Deutsch, to approve the Middle/High School Parent/Student handbook as presented. Discussion was held regarding the dress code and if this is enforced. Motion unanimously carried.
Motion made by Baustian, second by Sehr, to approve membership in the Minnesota School Board Association for 2015-16. Membership dues are $4,497 and Policy Service renewal is $625. Motion unanimously carried.
Motion made by Deutsch, second by Baustian, to designate the following depositories: First Farmers and Merchants National Bank; Minnwest Bank of Luverne and/or Minnwest Bank Systems; Exchange State Bank; Minnesota School District Liquid Asset Fund Plus; and, Smith Barney Inc. Motion unanimously carried.
Motion made by Deutsch, second by Bosch, to designate the Rock County Star Herald as the official newspaper to be used to publish school board minutes. Motion unanimously carried.
Motion made by Deutsch, second by Sehr, to designate the following school district attorneys:  Knutson, Flynn and Deans; and, Ratwick, Roszak, Malone and Bartel. Motion unanimously carried.
Motion made by Deutsch, second by Sehr, to designate Superintendent Craig Oftedahl as the School District representative and Todd Oye as the Student Activities representative to the High School League governing board. Motion unanimously carried.
Motion made by Sandbulte, second by Baustian, to authorize Marlene Mann, Craig Oftedahl, and Brenda Teal to wire transfer depositories and also to remove Gary Fisher from school district bank accounts and to add Superintendent Craig Oftedahl. Motion unanimously carried.
Discussion was held regarding school board compensation for the 2015-16 school year. Motion made by Deutsch, second by Sandbulte, to set the pay rate at $60 for each scheduled regular Board meeting, $50 for special meetings, and $110 for all special meetings that are over 6 hours including travel time with members of the Board of Education covered by Workers Compensation. Board members also receive an honorary individual activity pass. Motion unanimously carried.
Motion by Baustian, second by Deutsch, to set the substitute teacher rate at $110 per day for the 2015-16 school year. Motion unanimously carried.
Motion made by Bosch, second by Baustian, to set the maximum reimbursement amount for bus driver physicals at $115 and license reimbursement at $47. Motion unanimously carried.
Motion made by Bosch, second by Deutsch, to set the private/parochial transportation rate at $345 per pupil for the 2015-16 school year. Motion unanimously carried.
Motion made by Baustian, second by Deutsch, to authorize Superintendent Craig Oftedahl to complete necessary paperwork at the Farm Service Agency as required. Motion unanimously carried. 
Motion made by Deutsch, second by Bosch, to approve the Capital Expenditure Health and Safety Budget Summary as presented for FY 2015, FY 2016, and FY 2017.  Motion unanimously carried.
Motion made by Sandbulte, second by Sehr, to grant Superintendent Craig Oftedahl the authority to serve as the identified official to authorize user access to the MDE website. Motion uanimously carried.
Motion made by Baustian, second by Deutsch, to approve a salary of $32,085 for Ann Rigney, Food Service Director, for the 2015-16 school year. Motion unanimously carried.
Motion made by Deutsch, second by Bosch, to accept the resignation of Mark Ehlers, custodian, effective July 22, 2015. Motion unanimously carried.
Discussion was held regarding the Schedule C Р Extra Assignments listing.  There was a question as to why Special Olympics was no longer listed and why the 7th grade boys basketball coaching position was listed as open.  Motion made by Baustian, second by Deutsch, to approve the Schedule C Р Extra Assignments as presented.  Motion unanimously carried.
Motion made by Deutsch, second by Sehr, to approve Josh Crabtree as a volunteer football coach. Motion unanimously carried.  Motion made by Baustian, second by Deutsch, to approve Dan Serie as a volunteer football coach. Motion unanimously carried.
Motion made by Baustian, second by Deutsch, to approve Cameron Blackwell as volunteer marching band advisor. Discussion was held. Motion unanimously carried.
Motion made by Bosch, second by Deutsch, to approve a maternity leave request from Amy VonHoltum, elementary teacher, for August 18 through September 5, 2015.  Motion unanimously carried.
Committee reports were given.  The upcoming meeting dates were reviewed.   
Motion by Baustian, second by Deutsch, to adjourn the meeting.  Motion unanimously carried.
