Rock County Commissioners meet April 21

The meeting was called to order by Chair Boyenga with all Commissioners present.
Motion by Reisch, seconded by Thompson, to approve the April 21, 2015, County Board agenda, declared on a voice vote.
Motion by Thompson, seconded by Hoime, to approve the April 7, 2015, County Board minutes, declared carried on a voice vote.
Motion by Hoime, seconded by Boyenga, to approve the consent agenda, declared carried on a voice vote.
        1.Mid States Coop contract amendment
The Administrator presented a BRRRA meeting update; as to date, the stockpiles behind Redbird Field in Luverne have been relocated to MSRW property west of town; the County Board thanked the City of Luverne for their assistance with the cleanup effort. Railroad tie cleanup efforts will also include collecting existing stockpiles in Nobles County to be ground and burned as a test project, if successful, all old ties will be disposed of by grinding and burning at an ethanol site in South Dakota.
The Administrator presented an update regarding the Highway 75 Pedestrian crossing issue; all entities Р Luverne school, City of Luverne and Rock County have signed an agreement in a joint effort to install (2) overhead mounted Rectangular Rapid Flash Beacons.
The Administrator also reported that a tentative agreement has been reached between Rock County and City of Luverne for a contract renewal for law enforcement services; the overall contract reflects a 13 % increase over a period of five years and also has a provision regarding Joint Dispatch if the project moves forward and becomes effective.
Motion by Williamson, seconded by Boyenga, to recess, declared carried on a voice vote.
A Public Hearing was called to order at 9:05 A.M. to present details of the 2015 Capital Improvement Plan; the final draft included the addition of the Library building project. Motion by Hoime, seconded by Reisch, to close the Public Hearing at 9:20 A.M., declared carried on a voice vote.
Motion by Hoime, seconded by Boyenga, adopt the 2015-2019 Capital Improvement Plan, declared carried on a voice vote.
Ashley Kurtz, Auditor/Treasurer, presented the claims and Per Diems of $900.00; motion by Reisch, seconded by Thompson, to approve, declared carried on a voice vote. A complete listing of the claims is available upon request at the Auditor/Treasurer’s Office.

The Fund Balance report reflected incoming tax revenue of the first half collection; motion by Williamson, seconded by Reisch, to approve the Fund Balance report, declared carried on a voice vote.
Motion by Hoime, seconded by Boyenga, to authorize the Auditor/Treasurer to re-issue lost warrant #80721 for $332.64, declared carried on a voice vote.
The Administrator informed the County Board that (2) vacant job positions have been filled; the Deputy Auditor/Treasurer Р Accountant begins on May 4 and the Assistant County Engineer begins on June 4th.
Tom Houselog, Land Records Director, requested approval of the following tax abatements 
    ҐParcel 20-1915-000, Disaster Credit $373.30 and Disaster Abatement 
      of $379.30 due to extensive fire damage; motion by Williamson, 
      seconded by Thompson, to approve, declared. 
    ҐParcel 10-0061-000, Disaster Credit $1,802.04 and Disaster Abatement
      of $2,082.52; motion by Reisch, seconded by Hoime, to approve, 
      declared carried on a voice vote. 
    ҐParcel 05-0061-100, a general property tax abatement for$638.00 due 
      to a homestead classification error; motion by Hoime, seconded by 
      Boyenga, to approve, declared carried on a voice vote. 
    ҐParcel 20-0325-000, a general property tax abatement for $212.00 due 
      to a homestead classification error; motion by Reisch, seconded 
      by Thompson, to approve, declared carried on a voice vote.
Mark Sehr, Engineer, requested approval of Resolution No. 09-15, a transfer of County Municipal funds to the Regular Construction Funds Account; motion by Reisch, seconded by Boyenga, to approve, declared carried on a voice vote.
The Engineer presented the following updates:
    ҐDemolition began on the hoist project at the Highway Shop, installed 
      in scheduled for May 1 
    ҐHighway 75 project is scheduled to begin the second week of May 
    ҐCurrently working on price quotes for the scale replacement at the 
      Transfer Station
The County Board briefly discussed the light project at Joe Roberts Field; no action was taken.
The County Board was in receipt of a letter from DHS acknowledging the excellence in Human Service financial reporting.
The Administrator presented a FEMA update; currently they are reviewing disaster estimates and comparing those to the actual expense.
Commissioner Reisch stated that he had attended the SW Minnesota Crisis Center annual banquet and a Plum Creek Library meeting and a County/City of Luverne meeting to negotiate the law enforcement contract.
Commissioner Williamson stated that he attended an SWCD meeting where they are following special legislation regarding new and repair conservation projects.
Commissioner Hoime stated that he attended a District VIII Land Use meeting.
Commissioner Thompson also attended the SW Minnesota Crisis Center annual banquet and a Regional Development Commission retreat.
Commissioner Boyenga attended an SWMN Adult Consortium meeting and also stated that Southwest Mental Health has a re-bid opening scheduled this week.
The Administrator informed the County Board that the Avian Flu has spread from turkeys to chickens and has moved into northwest Iowa.
The Administrator also stated that he is watching proposed legislation in the Senate that would adjust the wind production tax; more updates will be presented at the next County Board meeting.
With no further business to come before the County Board, the meeting was declared adjourned.
