Rock County approves permits for campground and feedlot expansion

Rock County Commissioners approved two conditional use permits Aug. 6 including one for a public campground.
Both applications received approval from the Rock County Planning and Zoning Committee at the July 22 public hearings.
Billy Cowell of Luverne, working with Mike Davis, also of Luverne, proposed locating a 20-space campground in section 12 of Luverne Township.
The 13-acre parcel is located within a general agricultural district southeast of Luverne. The site is known as the former Boy Scouts campground.
As part of the conditions to operate a campground on the property, Cowell must obtain a permit through the Minnesota Department of Health.
The property is currently connected to rural water, and a dump station for camping trailers is currently planned.
Other conditions include quiet hours from 10 p.m. to 7 a.m.
 
Fick also granted permit
Commissioners also approved a conditional use permit to Josh Fick to expand his current livestock feedlot in section 7 of Luverne Township.
The expansion of an additional 300 slaughter cattle brings Fick’s operation to a permitted capacity of 2,460 animal units.
The existing facilities consist of two 1,200 swine finishing units and 1,440 head of cattle in total and partial finishing barns and open lots.
Fick proposed eliminating one of the partial confinement barns with open lots and constructing a second total confinement finishing barn.
The feedlot is located west of Luverne on 100th Avenue.
As part of the conditions for the permit, Fick must maintain a current National Pollutant Discharge Elimination System permit and comply with all Minnesota Pollution Control Standards pertaining to animal feedlots.
