Hills preliminary levy set to increase 1 percent

The city of Hills continues infrastructure improvements under a proposed 1 percent tax levy increase for 2020.
The council approved the levy increase at their Sept. 10 meeting. They also set the required Truth in Taxation hearing for 6 p.m. Tuesday, Dec. 10.
The percentage increase over the 2019 levy brings the city tax levy to $131,856 or less than half of the city’s $337,729 budget for next year.
According to city clerk Connie Wiertzema, the proposed infrastructure improvements include a number of projects:
•seal coating of streets on the city’s west side.
•work on Seventh Street.
•extending Rebecca Avenue for one block.
•sealcoating of North Summit Avenue, waterline replacement.
•additional riprap around the main lagoon or manhole repairs or sewer replacement in block 20 of Helgeson/Qualley Addition.
“There were no increases in city utilities rates (water, sewer, garbage, recycling),” Wiertzema said.
“Rates will remain the same for year 2020.”
At the December public hearing, the council will present more details of the city budget and the proposed levy for 2020. The public is allowed to make comments about the proposed levy at the hearing.
Council members are required by state law to adopt a final levy amount by Dec. 30.
The amount of the levy may decrease but cannot increase over the preliminary levy amount.
