City approves permit for bulk tanks for propane

Popkes Car Care, Rock Rapids, Iowa, will store and distribute liquid propane on a small piece of ground near the car wash and Bomgaars building south of I-90.
At their Tuesday, June 9, meeting, Luverne City Council members approved a conditional use permit for Greg Popkes to build four commercial bulk tanks (how many gallons each) for retail distribution of liquid petroleum.
The property is zoned for commercial use, but because it’s in a flood plain near Sater’s Creek, the matter came before Luverne’s Planning and Zoning Commission to consider a conditional use permit for the tank construction.
In his application, Popkes detailed plans for concrete casings to keep the bottoms of the bulk tanks at least 12 inches above the flood plain for that area.
Also, it’s been determined the project will have no adverse effects on other property in the area, such as dust, noise or offensive odors.
The project doesn’t impede development in the immediate area, and the area has adequate utilities, roads and drainage, etc.
The city of Luverne agreed to allow the vacation of platted right of way in order to provide access to the development, and parking and loading space have been provided.
At the June 1 public hearing there were no written or oral responses by the general public or any of the adjacent property owners who were notified of the plans and the hearing.
The Planning and Zoning Commission approved Popkes’ request unanimously and recommended the City Council do the same.
At Tuesday’s meeting, council members approved the request and welcomed Popkes and his business to Luverne.
