Rock County Board of Commissioners 9:00 A.M.
Herreid Board Meeting Room/Zoom Video Meeting June 2, 2020
The meeting was called to order by Chair Overgaard with all Commissioners present. Also in attendance were County Attorney Jeff Haubrich, County Administrator Kyle Oldre, Deputy Administrator Susan Skattum, Star-Herald Reporter Mavis Fodness.
Motion by Williamson, seconded by Thompson, to approve the June 02, 2020, County Board agenda, declared carried on a voice vote.
Motion by Burger, seconded by Reisch, to approve the May 19, 2020, County Board minutes, declared carried on a voice vote.
Ashley Kurtz, Auditor/Treasurer, presented the claims; motion Thompson, seconded by Reisch, to approve the claims, declared carried on a unanimous vote. A complete listing of the claims is available upon request at the Auditor/Treasurer's office.

The County Board was in receipt of the Fund Balance report. The Auditor/Treasurer stated that the school districts are in receipt of the fifty-percent of the first half settlement with the remaining to go out on June 15th. Motion by Reisch, seconded by Burger to approve the Fund Balance report, declared carried on a voice vote.
The County Board was in receipt of a tax and interest penalties request from SARP LLC for (2) hotel properties located in the City of Luverne for years 2019 and 2020 totaling $7,271.58; motion by Burger, seconded by Williamson, to deny the request, declared carried on a voice vote.
Evan Verbrugge, Sheriff, informed the County Board of a new smart phone app developed for the Rock County Sheriff’s office and requested authorization to pay annual maintenance and support fees of $2,995.00; the Sheriff stated that the expenditure is a E911 eligible expense. Motion by Thompson, seconded by Reisch, to pay the claim, declared carried on a voice vote.
The County Board was in receipt of a funding request from the Rock County Historical Society, requesting that the county continue their financial support after the building campaign sunsets in 2020. The Rock County Historical Society is requesting $35,000 annually to assist with staffing and operational expenses. After consider discussion, motion by Reisch, seconded Williamson, to table until the 2021 budget process begins, declared carried on a 4-1 vote with Commissioner Burger abstaining. The County Board will be conducting a facility tour at the end of the meeting.
The County Board was in receipt of AMC District 8 meeting materials and agenda; the virtual meeting is scheduled for June 4th.
The Administrator presented a COVID-19 event update stating that as to date, the county has spent $17,000 in response to the pandemic and that the expenses are eligible for FEMA reimbursement of seventy-five percent. Also stated that all departments are open and serving Rock County citizens.
The County Board was reminded that the next County Board meeting of June 16 will be in late afternoon to coincide with the Board of Appeal and Equalization meeting scheduled for 7:00 p.m.
Commissioner Reisch stated that he attended the following meetings: City/County Liaison.
Commissioner Thompson state that she attended the following meetings: SWHHS.
Commissioner Williamson stated that he attended the following meetings: Rock County Opportunities.
Commissioner Burger stated that he attended the following meetings: SWHHS and Clinton Township.
Commissioner Overgaard stated that he attended the following meetings: City/County Liaison, Regional Solid Waste and Rural Energy.
Motion by Williamson, seconded by Thompson, to go into closed session to discussion pending litigation at 10:00 a.m., declared carried on a voice vote.
By order of the Chair, the County Board meeting rose from closed session at 10:16 a.m.
The County Board attended an award ceremony conducted by Sheriff Evan Verbrugge, Brielle John was given a Life Saving Achievement Award from the Rock County Sheriff for her rescue efforts stemming from a horseback riding accident causing injury to her mother. The County Board congratulated Brielle John for her rescue efforts and achievement award.
The County Board moved to the Rock County History Center to conduct a facility tour.
With no further business to come before the County Board, the meeting was declared adjourned.
