The meeting was called to order by the Vice Chair Williamson with Commissioners Thompson, Williamson and Reisch present and Commissioner Overgaard absent; also in attendance were Administrator Kyle Oldre, and Deputy Administrator Susan Skattum.
The Pledge of Allegiance was recited by members and guests.
Motion by Reisch, seconded by Thompson, to approve the January 21, 2020 County Board agenda, declared carried on a voice vote.
Motion by Burger, seconded by Reisch, to approve the December 23, 2019, and January 07, 2020, County Board minutes, declared carried on a voice vote.
Mark Sehr, Engineer, presented a status on the (3) CAT motor graders stating that they are 8-yrs old and are no longer under warranty; they are not scheduled for replacement until 2025, 2026 and 2027. The Engineer requested to purchase 4-yr warranties on each machine, the warranty will cover issues with the power train only:

Motion by Burger, seconded by Reisch, to approve the 4-yrs warranties for the (3) CAT motor graders for $41,032.00, declared carried on a voice vote.
The Engineer requested authorization to replace Unit #244, a 2003 Sterling Tandem Axle Dump truck as follows:
2019 MACK AF Granite 64FR Cab and Chassis $130,714.00
Dump Box w/all other attachments $135,712.00
Motion by Thompson, seconded by Reisch, to approve the purchase/replacement of a tandem axle dump truck for $266,426.00 using allocated funds (wind revenue), declared carried on a voice vote.
Evan Verbrugge, Sheriff, introduced new Deputy Jeff Stratton and conducted a “swearing in” ceremony. Deputy Stratton was welcomed by the County Board.
Ashley Kurtz, Auditor/Treasurer, presented the claims and per diems of $2,200.00; motion by Burger, seconded by Thompson to pay the claims, declared carried on a voice vote. A complete listing of the claims is available upon request at the Auditor/Treasurer's office.

The County Board was in receipt of the Fund Balance report; motion by Reisch, seconded by Burger, to approve, declared carried on a voice vote.
The Auditor/Treasurer informed the County Board that she was in receipt of the audit engagement letter from Clifton Larson Allen to conduct the 2019 audit; motion by Thompson, seconded by Reisch, to accept, declared carried on a voice vote. Kurtz stated that Rock County is in year number two of the three year contract with Clifton Larson Allen.
The County Board was in receipt of the 2019 year end budget report; the Auditor/Treasurer and Administrator highlighted a few areas, but over everything looked good.
Eric Hartman, Land Management Office Director, requested authorization for out of state travel for Doug Bos, Assistant Land Management Director to attend the National Association of Conservation Districts in Las Vegas, NV on February 7-13, 2020. Bos will be a speaker at the conference; therefore, travel, lodging and conference expenses will be covered through a NRCS grant for the National Conservation Planning Partnership. Motion by Burgers, seconded by Williamson, to authorize the out of state travel, declared carried on a voice vote.
The County Board was in receipt of the Governor’s 2020 Bonding Projects; presented as information.
The Administrator presented an update regarding negotiations of (3) Union contracts; Highway and Dispatch have agreed to a 3-year contract 2020-2022 that include the following: COLA’s 2020 – 2%, 2021 3.25% and 2022% and a $25 per year increase for Cafeteria Plan contributions. Motion by Thompson, seconded by Reisch, to approve the 2020-2022 Union contracts for Highway and Dispatch, declared carried on a voice vote. The Union Contract for Deputies remains in negotiation and mediation is scheduled for February 6, 2020.
The County Board was in receipt of a meeting notice from U.S. Representative Hagedorn’s office of a Town Hall Meeting scheduled for January 21, 2020 at the Grand Prairie Events Center, Luverne, MN.
The County Board was in receipt of an invitation to the Rock Nobles Cattlemen Association Annual Banquet scheduled for February 3, 2020 at the Grand Prairie Events Center, Luverne, MN.
The County Board was informed of the Annual Township Association Meeting scheduled for February 10, 2020 at 1:00PM at the Rock County Community Library; Commissioners and Department Heads are invited to attend.
There was additional discussion regarding the attendance of the NACO Conference and it conflicting with the March 3rd County Board meeting; motion by Reisch, seconded by Thompson to move the March 3rd meeting to March 10th, declared carried on a voice vote.
Commissioner Reisch stated that he attended the following meetings: (2) Union negotiations, SW EMS, Southwest MN Opportunity Council, Community Library, CEO Event.
Commissioner Williamson stated that he attended the following meetings: Pork Producers Banquet, CEO Event, Southwestern Mental Health, Buffalo Ridge Regional Rail Authority, Public Meeting regarding permitting of the Solar project, Rural Water; also informed the County Board that Scott Johnson, Southwestern Mental Health Director has submitted his resignation.
Commissioner Burger stated that he attended the following meetings: (2) Union negotiations, Southwestern MN Mental Health, Community Corrections and Southwest Health & Human Services.
Commissioner Thompson stated that she attended the following meetings: Pork Producers Banquet and CEO Event.
