Rock County Board of Commissioners          9:00 A.M.

Herreid Board Meeting Room/Zoom Video Meeting August 4, 2020

The meeting was called to order by Chair Overgaard with all Commissioners present. Also in attendance were County Attorney Jeff Haubrich, County Deputy Administrator Susan Skattum, and Star-Herald Reporter Mavis Fodness.

The Pledge of Allegiance was recited by all who were in attendance. 

Motion by Thompson, seconded by Reisch, to approve the August 4, 2020, County Board agenda, declared carried on a voice vote.

Motion by Burger, seconded by Reisch, to approve the July 21, 2020, County Board minutes, declared carried on a voice vote.

Motion by Overgaard, seconded by Burger, to approve the consent agenda, declared carried on a voice vote.

The County Board was in receipt of the Fund Balance report; motion by Burger, seconded by Thompson, to approve, declared carried on a voice vote.

The Auditor/Treasurer requested approval of Resolution No. 16-20, an Elections Grant application; motion by Williamson, seconded by Reisch, to approve, declared carried on a voice vote.

Kurtz presented an updated regarding the CARES funds and that there is a total balance of $12,277.95 available to small businesses and non-profit organization with an application deadline of August 15; motion by Reisch, seconded by Thompson, to authorize an additional $100,000 of additional funds to be used for grants for small business and non-profit organizations, declared carried on a voice vote.

Tom Von Bische and Mike Weich, Project Directors of Walleye Wind presented a project update stating that the development process is progressing and that adjustments have been made regarding the project boundaries while they work with FAA and DNR for compliance. The project design will be completed within 90-120 days with permitting to following in October; the public hearings dates and location are yet to be determined. Weich stated that construction is scheduled to begin in late spring of 2021 and will be completed in December 2021 and that he anticipates 100-200 construction workers to be in our area boosting the local economy. Prior to construction, (7) turbines will be de-commissioned and those details are forthcoming.

The County Board was informed that Emergency Management will receive a supplemental EMPG allocation (federal funds) of $9,256 for COVID-19 related expenses in addition to the regular 2020 allocation of $17,758.00; the supplemental funds requires a dollar for dollar match which has already transpired.

A County Board Budget Retreat is scheduled for August 18th following the County Board meeting; the Budget Committee will meet August 17 at 8:30 a.m. to review budget data prior to the Budget Retreat.

The County Board was informed that the County Engineer is working with an architect to update a plan to repair the north entrance of the Courthouse building. 

Commissioner Reisch stated that he attended the following meetings: CARES grant committee, Southwestern MN Opportunity Council and City/County Liaison. 

  Commissioner Thompson stated that she attended the following meetings:  Buffalo Ridge Regional Rail Authority. 

Commissioner Williamson stated that he attended the following meetings: Buffalo Ridge Regional Rail Authority and Rock County Opportunities.

Commissioner Burger stated that he attended the following meetings: Supporting Hands Nurse-Family Partnership.

Commissioner Overgaard stated that he attended the following meetings:  CARES grant committee, City/County Liaison, Regional Solid Waste and Regional Energy Board.

With no further business to come before the County Board, motion by Burger, seconded by Reisch, to adjourn the meeting, declared carried on a voice vote.
