Herreid Board Meeting Room/Zoom Video Meeting Sept. 8, 2020
The meeting was called to order by Chair Overgaard with all Commissioners present. Also in attendance were County Attorney Jeff Haubrich, County Administrator Kyle Oldre, County Deputy Administrator Susan Skattum, and Star-Herald Reporter Mavis Fodness.
The Pledge of Allegiance was recited by all who were in attendance.
Motion by Thompson, seconded by Reisch, to approve the September 08, 2020, County Board agenda, declared carried on a voice.
Motion by Williamson, seconded by Thompson, to approve the August 18, 2020, County Board minutes, declared carried on a voice vote.
Motion by Reisch, seconded Overgaard, to approve the consent agenda, declared carried on a voice vote.
1. Axon Enterprise – Annual maintenance for (13) Tasers - $3,432.00
Ashley Kurtz, Auditor/Treasurer, presented the claims for payment; motion by Reisch, seconded by Overgaard, to approve, declared carried on a voice vote. A complete listing of the claims is available upon request at the Auditor/Treasurer's office.

The County Board was in receipt of the Fund Balance report. The Auditor/Treasurer stated that (2) certificates of deposits were due and that she cashed them in and the funds are currently in a savings account until the rates improve; also reviewed the balance status of the CARES Act fund, as to date the remaining balance is $455,000. Motion by Thompson, seconded by Reisch, to approve the Fund Balance report, declared carried on a voice vote.
The Auditor/Treasurer and Administrator led a discussion regarding 2021 Budget and proposed levy. The Administrator was directed to provide additional tax information prior to setting the preliminary levy at the next board meeting.
The Auditor/Treasurer informed the County Board that she is in receipt of a Rock County Home Initiative application for Colin Lyndorff and Ashley Nye and requested action to set a public hearing date; motion by Williamson, seconded by Overgaard, to set the public hearing date for October 20, 2020 at 9:00 a.m. in the Herreid Board meeting room of the Rock County Courthouse, declared carried on a voice vote.
Mark Sehr, Engineer, presented an update of CSAH funding stating that funding for 2021 will reflects a 15% decrease from 2020; the amount will resemble the funding amount from 2019 and will impact maintenance activities on CSAH roads.
The Engineer requested approval of final contract payment to Central Specialties for $58,746.19 for SAP 067-038-001, Koehn and Walnut Street projects; motion by Williamson, seconded by Reisch, to approve, declared carried on a voice vote.
The County Board was informed of an employee resignation from Seth Goembel effective September 18, 2020. The Administrator stated they would begin advertising for the vacant position.
The Engineer also presented a brief construction update regarding various street projects in Hardwick, Magnolia and Hills and that things progressing as scheduled.
The County Board also discussed dump truck and motor grader equipment replacement schedule and a plan to fund those purchases; the Engineer identified that a portion of the wind tax revenues are designated for those expenditures.
Commissioner Reisch stated that he attended the following meetings: City/County Liaison, Community Corrections, BRRRA Open House event.
Commissioner Thompson stated that she attended the following meetings: BRRRA Open House event, Southwest Health & Human Services and Hospice fundraiser event.
Commissioner Williamson stated that he attended the following meetings: BRRRA Open House event and Rock County Opportunities.
Commissioner Burger stated that he attended the following meetings: Community Corrections
Commissioner Overgaard stated that he attended the following meetings: AMC Regional Extension, BRRRA Open House event, Lyon Co. Landfill, City/County Liaison; also stated that construction for the Elk Creek Solar project has been delayed.
With no further business to come before the County Board, motion by Reisch, seconded by Burger, to adjourn the meeting, declared carried on a voice vote.
