MINUTES OF THE SCHOOL BOARD MEETING OF 

INDEPENDENT SCHOOL DISTRICT NO. 2184, 

ROCK COUNTY, LUVERNE, MINNESOTA.  

A regular meeting of the Board of Education, ISD #2184, was held in the District Office on June 25, 2020, at 7:00 p.m.

The following members were present: Katie Baustian, Jodi Bosch, Colleen Deutsch, Tim Jarchow, and Reva Sehr.  Absent: Eric Hartman and Shelley Sandbulte. Also present: Craig Oftedahl, Marlene Mann, Jason Phelps, Lauren VerSteeg, Marie Atkinson-Smeins, Becky Rahm, and Mavis Fodness – Rock County Star Herald.

Chairperson Bosch called the meeting to order. It was noted there is an addendum to the agenda. Motion made by Deutsch, second by Baustian, to approve the agenda with the addendum. Motion unanimously carried.

Marie Atkinson-Smeins, Elementary Counselor, presented information regarding the things she did this past school year with the Elementary students. She also introduced us to Ally, her therapy dog, which she began utilizing in her program this past year.

Chairperson Jodi Bosch provided a summary of Superintendent Craig Oftedahl’s evaluation that was conducted on May 28, 2020.  

Administrative reports were given.  

Motion made by Deutsch, second by Sehr, to approve the May 28, 2020, School Board minutes as presented. Motion unanimously carried.

Joel Bornhoft with ICS Builds gave a construction update.  

Business Manager Marlene Mann reviewed the School District bills with the School Board. Motion made by Baustian, second by Jarchow, to approve payment of the bills as presented in the amount of $1,262,784.24. Motion unanimously carried.  

Motion made by Deutsch, second by Sehr, to accept the Student Activity Report showing the balances as of May 31, 2020. Motion unanimously carried.

The following Roof Replacement Bids were received on June 18, 2020:

COMPANY:

America Commercial Roofing $634,320.00

Sioux Falls, SD

Tri-State General Contracting $606,665.00

Jackson, MN

Harvey’s Five Star Roofing $249,375.00

Spirit Lake, IA

It was noted that Harvey’s Five Star Roofing did not furnish a complete bid and would need to be disregarded. Motion made by Deutsch, second by Baustian, to accept the bid from Tri-State General Contracting. Motion unanimously carried.

Motion made by Deutsch, second by Sehr, to adopt the following grant authorization:

The local Board of Education of Luverne Public Schools has authorized Craig 

Oftedahl, Superintendent, at a monthly meeting on June 25, 2020, to act as 

the LEA (local education agency) Representative in filing an application for 

funds provided under Public Law 103-382 for the school year 2020-2021. The 

LEA Representative will ensure that the school district maintains compliance 

with the appropriate Federal statutes, regulations, and State procedures cur-

rently in effect and will act as the responsible authority in all matters relating 

to the administration of this application. Motion unanimously carried.

Motion made by Baustian, second by Jarchow, to request vehicle fuel quotations for the 2020-2021 school year be received by July 16, 2020, at 11:00 a.m. Motion unanimously carried. 

Motion made by Sehr, second by Jarchow, to request quotations for bakery products for the 2020-2021 school year be received by July 16, 2020, at 11:30 a.m. Motion unanimously carried.

Motion made by Jarchow, second by Sehr, to set July 16, 2020, at 10:30 a.m. as the bid date for dairy products for the 2020-2021 school year. Motion unanimously carried.

Motion made by Baustian, second by Jarchow, to have Jim Gilman with Conway, Deuth & Schmiessing, PLLP, conduct the audit of the 2019-2020 fiscal year. Motion unanimously carried.

Motion made by Sehr, second by Deutsch, to give approval to the auditor to make those final transfers and adjustments, when they audit the books, that are necessary and according to general accounting principles, resolutions and standards. Motion unanimously carried.

Motion made by Deutsch, second by Baustian, to roll over the current budget into the 2020-2021 fiscal year so that financial business can be conducted beyond June 30, 2020. A revised budget will be presented at a later date. Motion unanimously carried.

Motion made by Jarchow, second by Deutsch, to approve membership in the Minnesota Rural Education Association for the 2020-21 and 2021-22 school years for a total membership fee of $4,134.00. Motion unanimously carried.

Motion made by Deutsch, second by Baustian, to approve membership in the Minnesota School Boards Association for a membership fee of $5,706.00 which includes policy services for the 2020-2021 school year. Motion unanimously carried.

The proposed 2020-2021 School Board meeting schedule was presented.  It was noted that there was one error on the schedule – March 12 is a Friday, it should be March 11. Motion made by Jarchow, second by Baustian, to accept the schedule with this one change. Motion unanimously carried.

Motion made by Baustian, second by Deutsch, to leave food service prices the same as 2019-20:

K-5 Lunch $3.00 per meal

6-12 Lunch $3.25 per meal

Reduced Price Lunch $0.00 per meal

Kindergarten Breakfast $0.00 per meal

1-12 Breakfast $1.50 per meal

Adult Breakfast $2.50 per meal

Adult Lunch $4.00 per meal

Milk Break (Elementary) $50.00 per year

Motion unanimously carried.

Motion made by Deutsch, second by Jarchow, to set the following bus driver compensation rates to be effective July 1, 2020:

Regular and Sioux Falls Routes $95.00 per day

Preschool Route $47.00 per day

Activities Trip $15.00 per hour

Daily Rate (Overnight Trip) $130.00 per day

Motion unanimously carried.

Motion made by Deutsch, second by Jarchow, to approve the following Supervisory and Exempt Employees’ salaries which reflect a 2.5% increase:

Marlene Mann - Business Manager $83,005.00

Wade Hiller – Technology Coordinator $76,005.00

Brenda Teal – Admin. Asst/Payroll $53,242.00

Brad Goembel – Transportation Director $64,691.00

Ann Rigney – Food Service Director $37,738.00

It was noted that reviews were conducted as requested by the School Board. Motion unanimously carried.

Motion made by Deutsch, second by Baustian, to approve the following employment contracts with Administrators:

These also reflect a 2.5% increase in salary. Motion unanimously carried.

Business Manager Marlene Mann informed the school board of the upcoming election dates. The filing period begins in late July. 

Motion made by Baustian, second by Jarchow, to set the two-hour food service worker hourly rate of pay for 2020-2021 at $13.75 per hour. Motion unanimously carried.

Motion made by Deutsch, second by Sehr, to set the 2020-2021 substitute teacher daily rate of pay at $126.00. Motion unanimously carried.

Motion made by Baustian, second by Sehr, to approve a maternity leave request from Aimee Richters, Elementary teacher, for 8 weeks from approximately July 4 to September 8, 2020. Motion unanimously carried.

Motion made by Deutsch, second by Sehr, to approve the hiring of Lucas Larson as .65 FTE M/HS Social Studies teacher for a salary of $27,045.00. Motion unanimously carried.

Committee reports were given. The upcoming meeting dates were reviewed. Motion made by Deutsch, second by Jarchow, to adjourn the meeting. Motion unanimously carried.
