MINUTES OF THE SCHOOL BOARD MEETING OF 

INDEPENDENT SCHOOL DISTRICT NO. 2184, 

ROCK COUNTY, LUVERNE, MINNESOTA.  

A regular meeting of the Board of Education, ISD #2184, was held in the District Office and also via Zoom on August 27, 2020, at 7:00 p.m.

The following members were present:  Katie Baustian, Jodi Bosch, Colleen Deutsch, Eric Hartman, Tim Jarchow, Shelley Sandbulte and Reva Sehr.  Also present: Craig Oftedahl, Marlene Mann, Stacy Gillette, Ryan Johnson, Jason Phelps, Marie Atkinson-Smeins, Becky Rahm, Caroline Thorson, Amy Sahly, April Wallace, Jason Berghorst, Joel Bornhoft, Ann Rigney, Angie Janiszeski, Lloyd Hemme, Lynn Remmers, Gil Haugan III, Dale Buntrock, Dominic Gruis, Sam Gerring, and Mavis Fodness – Rock County Star Herald.

Chairperson Bosch called the meeting to order with the Pledge of Allegiance.  Motion by Baustian, second by Deutsch, to approve the agenda as presented.  Motion unanimously carried.

Administrative reports were given.

Motion made by Baustian, second by Hartman, to approve the July 23, 2020, and August 5, 2020, School Board meeting minutes as presented. Motion unanimously carried.

Motion made by Hartman, second by Jarchow, to accept the donation of a side-by-side UTV for the Activities Department. This donation was made by Jason Oye. Motion unanimously carried.

Dale Buntrock with Gil Haugan Construction gave a construction update.  Member Hartman expressed his frustration with the schedules and timelines. There does not seem to be an urgency by the Gil Haugan Company or the sub-contractors. The School Board asked many questions regarding various parts of the construction project.  

Business Manager Marlene Mann reviewed the School District bills with the School Board. Motion made by Jarchow, second by Hartman, to approve payment of the bills in the amount of $1,009,071.66. Motion unanimously carried.

Motion made by Deutsch, second by Jarchow, to receive the Student Activity Report showing the balances as of July 31, 2020. Motion unanimously carried.

The first reading of Policy 809 – COVID-19 Face Covering Policy was held.  Discussion was held regarding allowing gaiters and bandanas. The second reading of this Policy will be at the September 24, 2020, School Board meeting.

Superintendent Oftedahl reviewed revised Policy 522 – Title IX Sex Discrimination Policy as recommended by the Minnesota School Board Association due to recent legislation that was passed. Motion made by Deutsch, second by Jarchow, to approve the revised policy. Motion unanimously carried.

Discussion was held regarding the charging of student activity fees for the 2020-2021 school year. Due to the unknowns as far as actual seasons, being able to hold competitions, etc., and the economic hardship that some families may be experiencing, a motion was made by Deutsch, second by Sandbulte, to not charge activity fees for the 2020-21 school year. Motion unanimously carried.

Motion made by Sandbulte, second by Hartman, to accept the retirement of Dixie Aanenson, Paraprofessional, effective August 28, 2020. Motion unanimously carried.

Motion made by Hartman, second by Jarchow, to approve a medical leave of absence request from Macey Skattum, Paraprofessional, from August 31 through October 2, 2020. Motion unanimously carried.

Motion made by Deutsch, second by Baustian, to accept the resignation of Judy Knutson, Paraprofessional, effective August 7, 2020. Motion unanimously carried.

Motion made by Jarchow, second by Sehr, to accept the resignation of Tonya Honermann, Elementary Cook, effective August 7, 2020. Motion unanimously carried.

Motion made by Sandbulte, second by Jarchow, to accept the retirement of Jan Olson, Sixth Grade Teacher, effective May 30, 2020. Motion unanimously carried.

Motion made by Jarchow, second by Hartman, to approve the hiring of Madeline Jones, Elementary Teacher, for a salary of $43,900.00. Motion unanimously carried.

Discussion was held regarding the hiring of two full-time substitute teachers for the 2020-2021 school year. Motion made by Jarchow, second by Hartman, to approve the hiring of Charles Sietsema as full-time Elementary Substitute Teacher for a salary of $41,418.00. Motion unanimously carried. Motion made by Sehr, second by Jarchow, to approve the hiring of Stacey Thone as full-time Middle School/High School Substitute Teacher for a salary of $41,418.00. Motion unanimously carried.

Committee reports were given.  

The upcoming meeting dates were reviewed.  Motion made by Deutsch, second by Hartman, to adjourn the meeting. Motion unanimously carried.
