MINUTES OF THE SCHOOL BOARD MEETING OF
INDEPENDENT SCHOOL DISTRICT NO. 2184,
ROCK COUNTY, LUVERNE, MINNESOTA.
A regular meeting of the Board of Education, ISD #2184, was held in the District Office and also via Zoom on September 24, 2020, at 7:00 p.m.
The following members were present: Katie Baustian, Colleen Deutsch, Eric Hartman, Tim Jarchow, Shelley Sandbulte and Reva Sehr. Absent: Jodi Bosch. Also present: Craig Oftedahl, Marlene Mann, Stacy Gillette, Ryan Johnson, Jason Phelps, Dave Mulert, Becky Rahm, April Wallace, Jason Berghorst, Ann Rigney, Lloyd Hemme, Joe Stearns, Luke Larson, and Mavis Fodness – Rock County Star Herald.
Vice-Chairperson Eric Hartman called the meeting to order with the Pledge of Allegiance. It was noted that items 8.7.3 and 8.7.4 were to be removed from the agenda. Motion by Deutsch, second by Jarchow, to approve the agenda with the adjustments. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
Administrative reports were given.
Motion made by Deutsch, second by Sehr, to approve the August 27, 2020, School Board minutes as presented. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried. Motion made by Sehr, second by Baustian, to approve the September 10, 2020, School Board minutes as presented. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
Dave Mulert with ICS Builds gave a construction update.
Business Manager Marlene Mann reviewed the school district bills with the School Board. Motion made by Baustian, second by Deutsch, to approve payment of the bills as presented in the amount of $1,143,835.43. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
Motion made by Baustian, second by Jarchow, to receive the Student Activity Report showing the balances as of August 31, 2020. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
The second reading of Policy 809 – COVID-19 Face Covering Policy was conducted. Motion made by Deutsch, second by Jarchow, to approve this policy as presented. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
Business Manager Marlene Mann reviewed the preliminary levy. She recommended approving the Maximum Levy at this time to allow for any changes before the final levy is certified in December. Motion made by Deutsch, second by Jarchow, to approve the Maximum Preliminary Levy for 2020 Payable 2021 taxes. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
The snow removal contract with VerSteeg Excavation was reviewed. Motion made by Deutsch, second by Sandbulte, to approve the contract with VerSteeg Excavation for snow removal. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
Motion made by Baustian, second by Sehr, to accept the resignation of Danielle Ganun, M/HS Paraprofessional, effective August 31, 2020. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
Motion made by Deutsch, second by Sehr, to approve the hiring of Heather Roberts as M/HS Paraprofessional effective September 21, 2020. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
Superintendent Oftedahl reviewed the Minnesota State High School League dues billing for the 2020-2021 school year. The Luverne School District received a $7,000 increase in fees. The Big South Conference superintendents have expressed concerns and questions to the MSHSL about this large increase.
Member Baustian reported the Facilities Committee had been meeting weekly with the construction, but they will now be meeting every other week. She noted the finished areas are looking great.
The upcoming meeting dates were reviewed. Motion made by Deutsch, second by Jarchow, to adjourn the meeting. Those in favor: Baustian, Deutsch, Jarchow, Sehr, Sandbulte and Hartman. Motion carried.
