MINUTES OF THE SCHOOL BOARD MEETING OF 

INDEPENDENT SCHOOL DISTRICT NO. 2184, 

ROCK COUNTY, LUVERNE, MINNESOTA.  

A regular meeting of the Board of Education, ISD #2184, was held in the 

District Office and also via Zoom on October 22, 2020, at 7:00 p.m.

The following members were present:  Katie Baustian, Jodi Bosch, Colleen Deutsch, Eric Hartman, Tim Jarchow, and Reva Sehr. Absent: Shelley Sandbulte. Also present: Craig Oftedahl, Marlene Mann, Ryan Johnson, Jason Phelps, Becky Rahm, Ann Rigney, Lloyd Hemme, Amy Sahly, Lauren 

VerSteeg, David Wrigg, and Mavis Fodness – Rock County Star Herald.

Chairperson Jodi Bosch called the meeting to order with the Pledge of Allegiance.  It was noted that there is an addendum to the agenda. Motion made by Deutsch, second by Sehr, to approve the agenda with the addendum. Motion unanimously carried.

Administrative reports were given.

Motion made by Baustian, second by Sehr, to approve the September 24, 

2020, School Board minutes as presented.  Motion unanimously carried.

Superintendent Oftedahl gave a brief building project update.  

Business Manager Marlene Mann reviewed the School District bills with the School Board members.  Motion made by Baustian, second by Jarchow, to approve payment of the district bills in the amount of $1,407,709.79. Motion unanimously carried.

Motion made by Jarchow, second by Deutsch, to receive the Student Activity 

report showing the balances as of September 30, 2020. Motion unanimously carried.

Motion made by Hartman, second by Baustian, to set a special School Board meeting to canvass the School Board election results for November 12 at 7:00 p.m. The work session scheduled for that evening will begin at 6:00 p.m. Motion unanimously carried.

Superintendent Oftedahl reported some information on the requested transfer of monies from Fund 01 (General Fund) to Fund 04 (Community Service Fund) to cover some additional Family U costs in regard to staffing during COVID. The SW MN Opportunity Council is the current fiscal agent for this program. Superintendent Oftedahl requested the School Board table any action on this item until the special meeting on November 12 to allow more time to gather 

definitive funding numbers. Motion made by Sehr, second by Deutsch, to table 

item 8.5 Approve Transfer of Funds. Motion unanimously carried.

Motion made by Sehr, second by Jarchow, to approve the Memorandum 

of Agreement with South Dakota State University for student teaching field 

experience. Motion unanimously carried.

Discussion was held regarding the School District Organizational Chart.  Motion made by Baustian, second by Deutsch, to table item 8.7 School District Organizational Chart to the November 12 work session agenda. Motion unanimously carried.

Motion made by Baustian, second by Deutsch, to approve a request from Maryln VanGrootheest, Paraprofessional, for a medical leave of absence 

from November 17 – January 5, 2021. Motion unanimously carried.

Motion made by Jarchow, second by Sehr, to approve the hiring of Tom 

Rops as Middle School Girls Basketball coach. Motion unanimously carried.

Discussion was held regarding the rate of pay to be paid to a teacher who covers/teaches a class during their own prep hour for an absent teacher. The suggested rate was $35.00 per hour. Discussion continued as to if this meant clock hour, class hour, section of class, etc. Motion made by Deutsch, second by Baustian, to approve the amount of $35.00 with the administration and teaching staff 

clarifying the meaning of “per hour” or “per section”. Motion unanimously carried.

Motion made by Jarchow, second by Sehr, to approve the hiring of Susan 

Bullerman as Middle School Girls Basketball Coach. Motion unanimously carried.

Motion made by Sehr, second by Jarchow, to approve the hiring of 

Adam Hansen as MS Boys Basketball Coach. Motion unanimously carried.

There were no committee reports given. The upcoming meeting dates were reviewed. Motion made by Deutsch, second by Baustian, to adjourn

the meeting. Motion unanimously carried.
