MINUTES OF THE SCHOOL BOARD MEETING OF 

INDEPENDENT SCHOOL DISTRICT NO. 2184, 

ROCK COUNTY, LUVERNE, MINNESOTA.  

An emergency meeting of the Board of Education, ISD #2184, was held in the District Office and via zoom on November 6, 2020, at 9:00 a.m.

The following members were present: Katie Baustian, Jodi Bosch, Colleen Deutsch, Eric Hartman, Tim Jarchow, and Reva Sehr. Absent: Shelley Sandbulte. Also present: Craig Oftedahl, Marlene Mann, Ryan Johnson, Stacy Gillette, Todd Oye, Colette Hansen, Beth Capistran, Phil Paquette, Kara Ahrendt, Marie Atkinson-Smeins, TJ Newgard, Marcia Boeve-Alfano, Ann Rigney, David Wrigg, Jeff Stratton, and Mavis Fodness – Rock County Star Herald.

Chairperson Bosch called the meeting to order with the Pledge of Allegiance. Motion made by Deutsch, second by Hartman, to approve the agenda as presented. Those who voted in favor: Sehr, Jarchow, Hartman, Baustian, Deutsch, and Bosch; those who voted against: none. Motion carried.

Superintendent Oftedahl informed the School Board members about Covid-19 Cases in our County and within our School District. At this time, the administration and the Incident Command Team is recommending that the Middle/High School change from hybrid learning to full distance learning beginning November 9. They are also recommending the Elementary School transition from in school learning to hybrid learning beginning November 16. The Elementary students would attend the current in-person model Monday through Wednesday (Nov. 9-11), there would be no school on November 12 or 13; and hybrid learning would begin on November 16 with half of the students attending each day from 8 a.m. to 3 p.m. Motion made by Hartman, second by Deutsch, to transition to hybrid learning at the Elementary School on November 16 and to distance learning at the Middle/High School on November 9.  Those who voted in favor: Sehr, Jarchow, Hartman, Baustian, Deutsch, and Bosch; those who voted against: none. Motion carried.

Superintendent Oftedahl reported to the School Board that because we are transitioning to Distance Learning without a mandate from the MN Department of Education, we have local control as to whether extra-curricular activities continue. The recommendation is to discontinue Middle School activities until November 30 and to continue Varsity activities during the distance learning. Discussion was held. 

Motion made by Baustian, second by Sehr, to continue varsity level extra-curricular activities. Discussion was held. Those who voted in favor: Jarchow, Sehr, Deutsch, Baustian, and Hartman; those who voted against: Bosch. Motion carried.

Motion made by Baustian, second by Sehr, to adjourn the meeting. Those who voted in favor: Sehr, Jarchow, Hartman, Baustian, Deutsch, and Bosch. Motion carried.
