MINUTES OF THE SCHOOL BOARD MEETING OF 

INDEPENDENT SCHOOL DISTRICT NO. 2184, 

ROCK COUNTY, LUVERNE, MINNESOTA.  

A regular meeting of the Board of Education, ISD #2184, was held in the District Office and also via Zoom on November 24, 2020, at 7:00 p.m.

The following members were present:  Katie Baustian, Jodi Bosch, Colleen Deutsch, Eric Hartman, Tim Jarchow, Shelley Sandbulte, and Reva Sehr.  Also present:  Craig Oftedahl, Marlene Mann, Jason Phelps, Becky Rahm, Angie Janiszeski, Lloyd Hemme, Lauren VerSteeg, Jason Berghorst, David Wrigg, and Mavis Fodness – Rock County Star Herald.

Chairperson Jodi Bosch called the meeting to order with the Pledge of Allegiance.  It was noted that there is an addendum to the agenda.  Motion made by Deutsch, second by Baustian, to approve the agenda with the addendum.  Motion unanimously carried.

Administrative reports were given.

Motion made by Sehr, second by Hartman, to approve the October 22, November 6, and November 12, 2020, School Board minutes as presented. Motion unanimously carried.

Superintendent Oftedahl gave a brief building project update.  

Business Manager Marlene Mann reviewed the district bills with the School Board. Motion made by Baustian, second by Deutsch, to approve payment of the district bills in the amount of $1,561,630.48 including payroll; student activity fund bills in the amount of $3,951.19; and, construction project bills in the amount of $1,662,466.65. Motion unanimously carried.

Motion made by Deutsch, second by Sehr, to receive the Student Activity report showing the balances as of October 31, 2020. Motion unanimously carried.

Business Manager Marlene Mann reviewed the annual District Revenues and Expenditures Budget for Fiscal Year (FY) 2020 and FY 2021. She noted the 2020 Operating Cost per ADM is $12,058.57. Motion made by Deutsch, second by Jarchow, to approve the report as presented. It will be posted on the School District website.  Motion unanimously carried.

Member Hartman introduced the following:

RESOLUTION OF SCHOOL BOARD SUPPORTING

FORM A APPLICATION TO MN STATE HS LEAGUE FOUNDATION

WHEREAS, the Minnesota State High School League Foundation was formed to provide support for Minnesota’s high school youth to participate in athletics and fine arts;

WHEREAS, the District 2184 School Board recognizes the value of student participation in extracurricular activities; and

WHEREAS, the MSHSL Foundation is offering grants and funding to assist school districts in recognizing, promoting and funding extracurricular participation by high school students in athletic and fine arts programs.

THEREFORE, BE IT RESOLVED, that the Luverne School Board supports the District’s application to the Minnesota State High School League Foundation for a Form A grant to offset student activity fees.  

The motion was duly seconded by member Sandbulte. Motion unanimously carried.

Superintendent Oftedahl provided information on the additional MN State High School League membership dues for this school year. The additional fees are as the result of a MSHSL deficit due to no State tournaments being held last Spring or so far this year due to Covid-19. Motion made by Deutsch, second by Baustian, to pay the final two installments of the membership fee in the total amount of $6,044.00.  Motion unanimously carried.

Motion made by Baustian, second by Jarchow, to accept the resignation of Michelle Curtis, Special Services Administrative Assistant effective December 18, 2020. Motion unanimously carried.

Motion made by Deutsch, second by Sandbulte, to approve the hiring of Lisa Remme as Middle/High School Paraprofessional beginning January 4, 2021.  Motion unanimously carried.

There were no committee reports. The upcoming meeting dates were reviewed. It was noted that several board members felt a work session needs to be held in December. Superintendent Oftedahl will send out some possible dates.  

Motion made by Deutsch, second by Baustian, to adjourn the meeting. Motion unanimously carried.
