MINUTES OF THE SCHOOL BOARD MEETING OF
INDEPENDENT SCHOOL DISTRICT NO. 2184,
ROCK COUNTY, LUVERNE, MINNESOTA.
A regular meeting of the Board of Education, ISD #2184, was held via “Zoom” from the District Office on May 28, 2020, at 7:00 p.m.
The following members were present: Katie Baustian, Jodi Bosch, Colleen Deutsch, Eric Hartman, Tim Jarchow, Shelley Sandbulte, and Reva Sehr. Also present: Craig Oftedahl, Marlene Mann, Jason Phelps, Stacy Gillette, Ryan Johnson, Lauren VerSteeg, John Schomacker, Marie Atkinson-Smeins, Jason Berghorst, Becky Rahm, Erika Peterson, and Mavis Fodness – Rock County Star Herald.
Chairperson Bosch called the meeting to order. Motion made by Deutsch, second by Baustian, to approve the agenda. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Elementary Principal Stacy Gillette reported information on some proposed updates to the Elementary North playground including a Gaga Pit and basketball hoop/pickleball area. Some possible funding sources were also presented.
Administrative reports were given.
Motion made by Baustian, second by Deutsch, to approve the April 23, 2020, School Board Minutes as presented. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Superintendent Oftedahl gave a building project update.
Business Manager Marlene Mann reviewed the School District bills with the School Board members. Motion made by Sehr, second by Deutsch, to pay the bills as presented in the amount of $1,308,489.73. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Hartman, second by Jarchow, to receive the Student Activity Report showing the balances as of April 30, 2020. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
The extended school year services were reviewed. Special Education services and Speech/Language services will be provided by Luci Rofshus, Theresa Graff, Challie Jones, and Angie Hageman. It was also noted that HS Counselor Amy Cook will be working for up to 15 days, Stacy Schepel will be working for up to 10 days, Dennis Moritz will be working for up to 12 days (down from 20 days), Renee Guy will be working for up to 18 days, and James Jarvie will be working for up to 20 days this summer. Motion made by Baustian, second by Hartman, to approve Extended School Year services as presented. Those who voted in favor: Baustian,
Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
The Summer Curriculum schedule was also reviewed. Elementary mathematics teachers will be meeting this summer to review materials and prepare for piloting curriculum. There will be 12 teachers participating for 10 hours each for a total cost of $3,000. Middle School and High School mathematics teachers will also be reviewing curriculum and meeting this summer. The estimate is for 80 hours of time for a total cost of $2,000. Motion made by Baustian, second by Hartman, to approve the summer curriculum work as presented. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Hartman, second by Sehr, to approve the 2020-2021 Resolution for Membership in the Minnesota State High School League. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Sehr, second by Jarchow, to approve working with Student Assurance Services for Student Accident Insurance for the 2020-2021 school year. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Baustian, second by Deutsch, to amend the roof bid date of May 28, 2020, to June 18, 2020, at 2:00 p.m. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Discussion was held regarding representatives to the 403(b), Insurance and Sick Leave working group with the Luverne Education Association as requested through this past year’s negotiations process. Motion made by Jarchow, second by Sandbulte, to designate the School Board Personnel Committee to sit on this working group. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Information was provided by Business Manager Marlene Mann regarding tiling of the two North ball fields to the West of the school. Discussion was held. Motion made by Jarchow, second by Sandbulte, to accept the proposal from Reker Construction for tiling around the outside of the two North ball fields. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Discussion was held regarding the replacement of the West bus garage apron and drainage swale. Motion made by Jarchow, second by Sandbulte, to accept the proposal from Hulstein Excavation, Edgerton, Minnesota, for a cost of $66,923.00. Those who voted in favor: Deutsch, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: Sehr and Baustian. Motion carried.
Motion made by Jarchow, second by Deutsch, to accept the resignation of Deb Hoogendoorn as MS Girls Tennis coach effective May 1, 2020. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Sandbulte, second by Baustian, to accept the retirement of Todd Mann, custodian, effective August 28, 2020. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Hartman, second by Sehr, to accept the resignation of Jodi Rops as MS Girls Basketball coach effective May 12, 2020. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Deutsch, second by Jarchow, to approve a maternity leave request from Kellsie Rivas, Paraprofessional, from August 28 through November 19, 2020. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Discussion was held regarding the Personnel Committee setting a date for the first negotiation session with the Support Staff. They decided on June 10.
Motion made by Hartman, second by Jarchow, to increase Food Service Director Ann Rigney’s contract from 200 days to 220 days to accommodate the serving of summer food service program through June 30, 2020. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Deutsch, second by Jarchow, to accept the resignation of David Rysdam, Social Studies Teacher, effective May 27, 2020. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Sandbulte, second by Deutsch, to approve the hiring of Lisa Nath as Community Education/ECFE/School Readiness Director at a salary of $60,000 for the 2020-2021 contract year. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
Motion made by Hartman, second by Deutsch, to accept the resignation of Barb Antoine as MS Boys Tennis coach effective May 19, 2020. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
It was noted that the employment contract with Superintendent Oftedahl will be tabled.
There were no committee reports. The upcoming meeting dates were reviewed. Motion made by Deutsch, second by Hartman, to move into Executive Session to complete the Superintendent’s Performance Appraisal at 9:03 p.m. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried. It was noted that a summary will be given at the June 25 school board meeting.
Motion made by Baustian, second by Hartman, to move out of Executive Session and to adjourn the meeting at 10:25 p.m. Those who voted in favor: Baustian, Deutsch, Sehr, Hartman, Jarchow, Sandbulte, and Bosch. Those who voted against: none. Motion carried.
