Author Ralph Perry has said, "Voting is the least arduous of a citizen’s duties. He has the prior and harder duty of making up his mind." He must have been referring to the 2004 election. In the 2002 general election 84 percent of those registered in Rock County voted. In the 2004 primary election one precinct in Luverne had less than 10 voters. We can do better.
