County Commissioners meet Oct. 18

Law Library 9:00 A.M.Rock County Courthouse October 18, 2005Chair Hoime called the meeting to order with all Commissioners present. Motion by Jarchow, seconded by Bakken, to approve the October 18, 2005, County Board agenda, declared carried on a voice vote. Motion by Wildung, seconded by Bakken, to approve the October 4, 2005, County Board minutes, declared carried on a voice vote.Paula Anderson, Public Health Educator and member of the SAFE Coalition Program presented a program update. Mike Winkels, Sheriff, presented the following bids for a radio console: oRacom $70,216.39 oVantek Communications $78,565.39 oSioux Falls Two Way $92,246.28Motion by Wildung, seconded by Jarchow, to accept the low compliant bid from Racom for $70,216.39 and to pay for the radio console from the 2004 Homeland Security grant, declared carried on a voice vote. Motion by Jarchow, seconded by Boyenga, to pay the claims and per diems of $80.00, declared carried on a unanimous vote. A complete listing is available at the Auditor/Treasurer’s office. General Revenue $ 90,482.16Family Services $ 69,821.85Road & Bridge $ 28,709.98Ditch $ 34.02Land Management $ 2,260.81Rural Water $ 8,372.75TOTAL $199,681.57The fund balances were presented by the Auditor/Treasurer and approved on a motion by Bakken, seconded by Boyenga, declared carried on a voice vote. The County Board discussed the potential closing of Farm Service Agencies and the County Board directed the County Administrator contact Jay Trusty of the Regional Development Commission to discuss the issue. The County Board reviewed a Rock County succession plan indicating the number of employees by department eligible for retirement in the upcoming years. The County Board requested that an Emergency Management Plan review be conducted with the County Board at a future board meeting. Motion by Boyenga, seconded by Bakken, to decline the AURI offer and inform them that we would be handling the finances on the corn stover project in house. Motion by Wildung, seconded by Jarchow, to approve the following items on the consent agenda, declared carried on a voice vote.1. Contracts with Southwest Minnesota Private Industry Council, Inc. to provide Food Support Employment Training services to eligible Rock County Citizens. Contracts cover the periods of January 1, 2004, to September 30, 2005, and October 1, 2005, to September 30, 2006.2. Amendment to contract 15-1689-05 with Habilitative Services Inc., to provide Supported Living Services to four individuals. Rates reflect state mandated COLA. Amendment effective October 1, 2005, to December 31, 2005. 3. Contract 75-1684-05 with Tuff Village, Inc., to provide Assisted Living Plus Services to eligible Medical Assistance Waivered clients. Rates reflect state mandated COLA. Contract effective July 1, 2005, to June 30, 2006. 4. Amendment to contract 82-530-05 with Hiawatha Manor, Inc. to provide In Home Family Support to one individual receiving Medical Assistance waivered services. Rates reflect state mandated COLA Amendment effective October 1, 2005, to December 31, 2005. 5. Amendment to contract 89-1689-05 with Habilitative Services Inc. to provide Medical Assistance waivered services to one individual. Contracts reflect state mandated COLA. Contract effective October 1, 2005, to December 31, 2005.6. Contract 114-368-05 with The Evangelical Lutheran Good Samaritan Society, d/b/a Poplar Creek Estates to provide Assisted Living Plus services to eligible Medical Assistance waivered clients. Rates reflect state mandated COLA. Contract effective July 1, 2005, to June 30, 2006. 7. Contract 122-1689-05 with Habilitative Services Inc., to provide Home and Community Based services to one client. Contract effective July 1, 2005, to June 30, 2006.8. Contract 124-1689-05 with Habilitative Services Inc., to provide Home and Community Based services to one client. Contract effective July 1, 2005, to June 30, 2006. 9. Contract 131-368-05 with The Evangelical Lutheran Good Samaritan Society, d/b/a The Oaks to provide Assisted Living services to eligible Medical Assistance clients. Contract effective July 1, 2005, to June 30, 2006. 10. Contract 132-1689-05 with Habilitative Services Inc. to provide Home and Community Based services to one client. Contract effective July 1, 2005, to June 30, 2006. 11. Contract 135-1689-05 with Habilitative Services Inc. to provide Home and Community Based services to one client. Contract effective July 1, 2005, to June 30, 2006. 12. Contract 137-1689-05 with Habilitative Services Inc. to provide Home and Community Based services to one client. Contract effective July 1, 2005, to June 30, 2006.Randy Ehlers, Family Services Agency Director, requested approval on the 2006-07 Minnesota Family Investment Program/Child and Community Services plan; motion by Bakken, seconded by Wildung, to approve the 2006-07 MFIP/CCS plan, declared carried on a voice vote.Mr. Ehlers also requested approval on the 200405 Local Advisory Council for Mental Health annual report; motion by Wildung, seconded by Jarchow, to approve the annual report, declared carried on a voice vote. Commissioner Jarchow stated that he attended the Private Industry Council annual meeting. With no further business to come before the County Board, meeting was declared adjourned.
